5. REPORTS FROM COUNCIL AND STAFF
A. Mayor Ralph's Report
Mayor Ralph serves on the Sound Cities Association Board that recently

discussed the 38 member cities (with the exception of Seattle) to provide
feedback to the legislature.
Mayor Ralph participated on the Puget Sound Regional Council panel of
seasoned elected officials from the region speaking to newly elected councils
across the four county region.
Mayor Ralph extended an invitation to the public to join her seventh State of
the City Business Edition at the Kent Chamber luncheon March 7t" at 11 a.m.
at the accesso ShoWare Center in addition to the March 21s' State of the City
to be held at the Kent Meridian Performing Arts Center.
B. Chief Administrative Officer's Report
Chief Administrative Officer Pat Fitzpatrick advised the Legislative Session
will end on March 7t". Fitzpatrick thanked the staff for all of their hard work
responding to information and requests from legislators. The City's lobbyist,
Briahna Murray will present a report during the April 161" Workshop.
Fitzpatrick advised the Council will hold a retreat on Friday, April 3rd and the
agenda is being drafted at this time. Jim Reid will facilitate and the location is
yet to be determined.
C. Councilmembers' Reports
Council President Kaur provided an overview of the Operations Committee of
the Whole agenda item relating to the Appropriation of Funds for the Federal
Agenda.
Council President Kaur provided an overview of the Code Enforcement
presentation from today's Council workshop.
Councilmember Troutner provided information on the Public Safety item on
today's Committee of the Whole agenda relating to the Adamson Police
Products agreement.
Troutner serves on the Regional Transit Committee that recently approved
the Work Plan for 2024.
Troutner serves as the Vice Chair of the Puget Sound Regional Fire Authority
and provided an overview of all agenda items from the recent meeting.
Councilmember Michaud serves on the Regional Law, Safety and Justice
Committee that received an update on the "Survivor's FIRST" program that
facilitates information and resources for survivors of trauma. This program is
in partnership between the YWCA and King County Prosecuting Attorney's
Office.

Michaud attended the Sound Cities Association Lunch and Learn regarding
the care and closure plan for the thee youth detention centers in Seattle.
Michaud serves on the Washington Tree Equity Collaborative Steering
Committee that discussed roles and outreach.
Michaud provided a recap on the two Parks items on today's Committee of
the Whole agenda.
Councilmember Fincher serves on the Arts Commission and advised eight
more traffic controller boxes are being installed.
Fincher provided an overview of the three Public Works items from today's
Committee of the Whole.

7. PUBLIC COMMENT
Cindy Hetherington, a resident of Harrison House Senior apartments provided
public comment on public safety at the apartments.
Prem Subedi, a Kent resident requested an accommodation for the City Clerk
Kim Komoto to read his public comment regarding pedestrian safety
throughout the City.

C. Excused Absence for Councilmember Larimer - Approve
MOTION: I move to approve an excused absence for
Councilmember Larimer for the meeting of March 5, 2024.
D. Excused Absence for Councilmember Boyce - Approve
MOTION: I move to approve an excused absence for
Councilmember Boyce for the meeting of March 5, 2024.
E. Accept the Salt Air Vista Park Renovation Project as Complete -
Authorize
MOTION: I move to authorize the Mayor to accept the Salt Air
Vista Park Renovation project as complete, and to release the
retainage bond to L.W. Sundstrom, Inc. upon receipt of
standard releases from the state and the release of any liens.
F. Agreemment with MacLeod Reckord, PLLC. for North Meridian
Park Conceptual Plan - Authorize
MOTION: I move to authorize the Mayor to sign a Consultant
Services Agreement with MacLeod Reckord, PLLC. subject to
final terms acceptable to the Parks Director and City Attorney.
G. Agreement with AHBL, Inc. for Campus Park Planning and
Design- Authorize
MOTION: I move to authorize the Mayor to sign a Consultant
Services Agreement with AHBL, Inc. subject to final terms
acceptable to the Parks Director and City Attorney.
H. Ordinance Authorizing Condemnation - Mill Creek
Reestablishment Project - Adopt
MOTION: I move to adopt Ordinance No. 4486, authorizing the
condemnation of property rights necessary to construct the Mill
Creek Reestablishment Project - Kent Memorial Park Reach.
I. Agreement with Adamson Police Products - Authorize
MOTION: I move to authorize the Mayor to sign an agreement
with Adamson Police Products to purchase police equipment
through March 15, 2026, within budgets previously approved
and established by Council and subject to final terms
acceptable to the City Attorney and Police Chief.

Facilities Superintendent Will Moore presented information on the bid for the
Kent East Hill Operations Center and recommended awarding to Bayley
Construction L.P. and advised the funding strategy still needs to be worked
out.
Michaud expressed appreciation of all of Moore's work.
Mayor Ralph expressed appreciation of this project moving forward so that
staff will have a facility to do their job.
Moore acknowledged the partnerships with Public Works and Police.
MOTION: I move to award the Kent East Hill Operations Center
Warehouse and Office Building Project to Bayley Construction
LP and authorize the Mayor to sign all necessary documents,
subject to final terms acceptable to the City Attorney and Parks
Director.

B. Paint Line Striping and Raised Pavement Marking Replacement
Project Bid - Award
Public Works Director Chad Bieren provided an overview of the 2024 Paint
Line Striping Project bid and recommended awarding to Specialized
Pavement Marking.
MOTION: I move to award the 2024 Paint Line Striping and
Raised Pavement Marking Replacement Project to Specialized
Pavement Marking, LLC. in the amount of $449,075 and
authorize the Mayor to sign all necessary documents, subject to
final terms acceptable to the City Attorney and Public Works
Director.

Specialized Pavement Marking, LLC in the amount of $299,889
and authorize the Mayor to sign all necessary documents,
subject to final terms acceptable to the City Attorney and
Public Works Director.

History : The Site
1999: The City of Kent purchased this 22-acre site for $2,885,000. and invest f v
another $1,115,000 in temporary buildings, perimeter fencing and +
landscaping. City population 66,233
2003: CUP and SEPA approved
2008: Master Plan for the site was developed. The design was 95/o completed .,
and going out to bid when the project was cancelled. Wagner Architects and
Planners were hired for this effort.
2007 — 2010: Site grading and utilities at a project cost of $6,100,000. "
2010-11: 4-million-gallon water tank installed at a project cost of $5,000,000.
March 2023: Contract for Wagner Architects and Planners signed to design ;
the new facility based on the original master plan at a cost of $2,462,014. -' 3
September 2023: Pre-engineered Metal Building (PEMB) contract signed with,
Corona Steel for $5,420,279.10 ' '
February 2024: Bids opened for General Contractor which is why we're here ' �•
today. City population is now 136,000.
History: Current Facility - Russell Road Shops

Center facility. Originally constructed in 1968 - 55 years old. Y
-Kent population at the time was 17,500 people.
-About 150 employees report to this location.
The facility is very old and has been renovated and repurposed k - '-Elf y 4
many times to fit the staff. The City has outgrown this facility.
There are two trailers that have been added to the site, one for Y
Golf which is very old, and one for Public Works which is newer..,
What stays at this facility?
Fleet, Parks will still maintain a presence, Golf, Wash Bay
and Fuel Island

Police evidence is split between many locations. All of which are at maximum capacity.

Laws have change that require evidence retainage for up to 99 years.
As the City has grown, it continues to take in more and more evidence over the years.
