3. Election of Chair and Vice Chair
I move to elect Julie Milller to the position of Chair of the
Independent Salary Commission for a one-year term and elect Pat
Hanis to the position of Vice-Chair of the Independent Salary
Commission for a one-year term.

4. Introduction of Salary Review Process
City Attorney Tammy White provided the commission with an overview of the
purpose of the Independent Salary Commission, including the requirement to
meet at least once per year, no later than April 30th in any given year, to
review existing salaries for the City Council and Mayor and evaluate whether
to adjust those salaries.
Before any change may be made to existing salaries, the Salary Commission
is required to provide an opportunity for the residents of the City to comment
on the proposed salary schedule, either orally at a meeting of the Salary

Commission or in writing.
White advised that after the Salary Commission receives information from
the City's Finance Director, the Commission will evaluate that information
and determine whether any adjustments to the salaries of the City Council
and Mayor are appropriate. If the Commission determines adjustments are
warranted, a proposed salary schedule will be prepared and that proposal will
be made available for public comment at the Salary Commission's next
meeting. Then, following receipt of public comment, the Commission will
deliberate and adopt a final salary schedule.
S. Review of Comparable Salaries and Deliberation on Preiminary
Salary Schedule
Finance Director Paula Painter provided an overview of the salaries of
mayors, council presidents and councilmembers for comparable cities with
council-mayor forms of government.
Painter provided responses to three questions received by a
commissioner:
#1. What is the City of Renton Mayor salary range?
The Renton Mayor's salary is on the same schedule as the directors.
#2. What are the salary ranges for the five highest compensated
positions for the City?
Painter reviewed the document she provided during the meeting that
detailed the low-mid-and high ranges for the Chief Administrative Officer
and all Directors.
#3. What is the cost of living index used by the City for annual COLA
calculations? Is there information on prior three year CPI for City
positions?
Painter reviewed the document she provided during the meeting that
detailed the COLAs from 2018 - 2024 and advised the Seattle-Tacoma-
Bellevue June CPI-W in addition to union contracts are factors in the
COLAs.
Commissioners requested the number of candidates for City Council over
the past few years. That information will be provided at the next meeting.
6. Deliberate and Adopt Proposed Salary Schedue - Adopt and Submit
for Public Comment
Commissioners discussed increasing, decreasing and not making any
changes to the salaries. White advised that if the Commission elects to

lower the salary of the Council President, that reduction could not take
effect until the end of the current Council President's two year term at the
end of 2025.
I move to not make any changes to the councilmember or council
president salaries and increase the Mayor's salary by 4.5% (COLA)
effective January 1, 2024.

7. Next Commission Meeting Date
I move to set the Commission's next meeting for 5:30 p.m. on March

Understanding the Charts
The following charts provide the current salaries for mayors, council presidents, and
council members from various cities within King, Pierce, and Snohomish Counties
which use a Mayor-Council form of government. The selected cities have populations
between 73,780 and 139,100. Cities appear in order of their population from largest
to smallest. Excluded from this analysis is Seattle with a population of 779,200 and
cities with populations under 50,000.
The blue bar within each bar chart reflects the monthly salary for the referenced
position by jurisdiction. Included on the bar chart are three reference lines:
• Orange: City of Kent current salary for the position.
• Green: The average salary of all cities included in the chart.
• Yellow: The average salary of cities included in the chart with populations
greater than 100,000.
