With the design and construction of this project, the City of Covington (CoC) has been working with the City of Kent(CoK) to install new waterlines through the roadway. With the installation of new waterlines through the corridor, one of the locations where we need to tie-into the existing system is at the City of Kent driveway, on Parcel No: 362205-9184. A temporary construction easement (TCE) is needed for the final tie-in of the Armstrong Springs watermain, the bypass to be used in the interim, and for installation of a fence and gate for the City of Kent property. The CoC is working with a Right-of-Way consultant to obtain valuation and provide just compensation for the TCE of these necessary areas. The City of Kent has requested for the Armstrong Springs line to be active prior April 1, 2024. Being that this is a federally funded project, WSDOT recertification is required prior to construction activities. In the interest in time and mutual agreement among both parties, by agreeing to the use of this property before the execution of the TCE agreement, the bypass for the Armstrong Springs line can be installed prior to April 1, 2024, which would allow the Armstrong Springs line to be active.
