whether or not to review and/or adjust existing salaries for the city council and mayor. Meeting are

B. Comparison Salaries - Update
City of Kent Finance Director, Paula Painter advised that on February 23,
2023, the City of Federal Way's Finance Director notified the City of Kent that
the original salaries provided for the Council President/Deputy Mayor and
Councilmembers were overstated. They provided an updated figure which
was half the amount initially submitted.

Painter reviewed the updated table and charts reflecting the new information
provided by City of Federal Way.
Painter also advised that currently, the Salary Commissions for the cities of
Everett, Auburn and Redmond are meeting or will be meeting soon. The City
of Redmond anticipates knowing more about the salaries after March 15. The
City of Everett's Salary Commission often signs off on their report in April.
The City of Auburn's Salary Commission will be meeting in May.

D. Deliberation and Adoption of Final Salary Schedule
Commission members discussed the Draft Salary Schedule and thanked the
public for their comments. 2

The Commission members reiterated one of the objectives of increasing a
salaries is to open up the opportunity to serve to those that could not
otherwise afford to serve on the Council.

The Commission members discussed the requirements of councilmembers to
be fully-engage, tackle big issues including housing, parks, utilities and
dedicate time to participating on regional committees and focus on outreach
to the entire Kent community.
The Commission members reviewed the comparable salary table provided by
Painter and agreed that Kent has a larger budget, bigger population and a
more diverse community than the majority of comparable cities.
The Commission members agreed to remove the cost of living adjustment for

City Attorney, Tammy White, revised the 2023 Final Salary Schedule for the
Positions of: Mayor, Council President and Members of the City Council in line
with the motion.

4. Introduction of Salary Review Process
City Attorney Tammy White provided the commission with an overview of the
purpose of the Independent Salary Commission, including the requirement to
meet at least once per year, no later than April 30th in any given year, to
review existing salaries for the City Council and Mayor and evaluate whether
to adjust those salaries.
Before any change may be made to existing salaries, the Salary Commission
is required to provide an opportunity for the residents of the City to comment
on the proposed salary schedule, either orally at a meeting of the Salary

White advised that after the Salary Commission receives information from
the City's Finance Director, the Commission will evaluate that information
and determine whether any adjustments to the salaries of the City Council
and Mayor are appropriate. If the Commission determines adjustments are
warranted, a proposed salary schedule will be prepared and that proposal will
be made available for public comment at the Salary Commission's next
meeting. Then, following receipt of public comment, the Commission will
deliberate and adopt a final salary schedule. 3

The Renton Mayor's salary is on the same schedule as the directors. N

Painter reviewed the document she provided during the meeting that
detailed the low-mid-and high ranges for the Chief Administrative Officer
and all Directors.

#3. What is the cost of living index used by the City for annual COLA a
calculations? Is there information on prior three year CPI for City
positions? a
Painter reviewed the document she provided during the meeting that
detailed the COLAs from 2018 - 2024 and advised the Seattle-Tacoma- _
Bellevue June CPI-W in addition to union contracts are factors in the
COLAs.
Commissioners requested the number of candidates for City Council over
the past few years. That information will be provided at the next meeting.
6. Deliberate and Adopt Proposed Salary Schedue - Adopt and Submit
for Public Comment
Commissioners discussed increasing, decreasing and not making any
changes to the salaries. White advised that if the Commission elects to

effect until the end of the current Council President's two year term at the
end of 2025.
I move to not make any changes to the councilmember or council
president salaries and increase the Mayor's salary by 4.5% (COLA)
effective January 1, 2024.

SUMMARY: The public comment period is your opportunity to speak to the
Commission regarding its proposed salary schedule, a copy of which is attached.
Comments that do not relate to the proposed salary schedule are not permitted.
Additionally, the state of Washington prohibits people from using this public
comment period to support or oppose a ballot measure or candidate for office.
Public comment may be provided orally at the meeting, or submitted in writing
either by emailing the City Clerk by noon on the day of the meeting at
CityClerk@kentwa.gov or delivering the writing to the City Clerk at the meeting.
Emails will not be read into the record. If you will have difficulty attending the
meeting by reason of disability, limited mobility, or any other reason that makes

MOTION: I move to adopt the 2024 Salary Schedule for the positions of

SUMMARY: The Commission will consider any public comment submitted
concerning its proposed salary schedule, and discuss whether it wishes to make any
changes to that proposed schedule.
