Chair Thomas called the meeting to order at 5:31 PM.

Chair Thomas made a motion to approve the minutes from the
November 15, 2023 special Civil Service Commission meeting. Motion
was moved and seconded by Commissioner Mitchell; motion passed 3-

7. Action Items
A. Memo dated January 17, 2024 from Cmdr. Phil Johnson requesting that the
Commission 1) approve the new classification of Police Geographic Information
System (GIS) Analyst and 2) to test for the position. The process for testing
and weights are requested as follows:
- Oral board interview- 70% passing score required, final weight of 100%
- Background investigation- Pass/Fail
- Polygraph examination- Pass/Fail
Commissioner Mitchell asked for a little more clarity regarding what the
position would be responsible for doing and Cmdr. Phil Johnson explained
that the position was originally classified as something else and that the
department has reclassed it to better meet the needs of capturing data in a
way that will be more easily shared and available to the public in support
of a Council initiative.
Chief Examiner Winecka noted that the position was originally as Business
Systems Analyst and, after unsuccessfully recruiting to fill that, the
department determined a GIS Analyst classification would better meet
their needs. The testing process requested aligns with the process that
was used for the BSA position.
Commissioner Weissich then made the following motion: "I make a motion
to approve the job description and the testing process as requested".
Commissioner Mitchell seconded the motion; motion passed 3-0.
B. Memo dated January 18, 2024 from Chief Examiner Winecka requesting the
appointment of a Temporary Secretary/Chief Examiner effective January 29,
2024.
Chief Examiner Winecka explained that Stephanie, with the Commission's
approval, would take over the Secretary/Chief Examiner duties, in
accordance with rule 4.05, effective January 29, 2025 until a new examiner
is hired as a result of a competitive process.
Commissioner Mitchell then made the following motion: "I make a motion
to appoint Stephanie as the temporary Secretary/Chief Examiner per rule
4.05." Commissioner Weissich seconded the motion; motion passed 3-0.
C. Memo dated January 18, 2024 from HR Director Holly Harvey-Smith and Chief
Examiner Winecka requesting to test for the position of Secretary/Chief
Examiner.

Chief Examiner Winecka explained that the job description was being
finalized and that the Commission would have that at the February meeting
or sooner, if requested. She explained that the City was going to fill the
vacancy as a Human Resources Manager/Secretary Chief Examiner.
City Attorney Tammy White explained that the revised job description is a
combination of classified and unclassified duties. Those duties that are
performed as the HR Manager are considered unclassified and therefore
are not protected by Civil Service whereas the Secretary/Chief Examiner
duties are subject to protections. She explained that the Commission will
have final say in who is hired and that HR Director involvement is critical.
Commissioner Weissich asked if there is a clear delineation and Tammy
explained that the job description is clear about the separation of duties
and that it should be clear to applicants as well.
HR Director Holly Harvey-Smith expressed that it will be important for the
Commission and her to collaborate on the hiring of this position and that
finding someone skilled in recruiting with Civil Service experience is
desired.
Commissioner Mitchell asked when the Commission would be involved and
Holly stated she is focused on finalizing the job description and getting the
position posted soon. She is eager to get the vacancy filled and will work
with the Commission throughout the process.
Commissioner Weissich then made the following motion: "I make a motion
to authorize the testing and process recommended for the position of HR
Manager/Secretary Chief Examiner." Chair Thomas seconded the motion;
motion passed 3-0.

Commissioner Weissich called the meeting to order at 5:34 PM.
2. Roll Call
Commissioner Mitchell and Commissioner Weissich were in attendance.
Commissioner Mitchell attended remotely. Chair Thomas had connection issues
and was unable to attend.

There were no changes to the agenda.
4. Action Items
A. Memo from Holly Harvey-Smith RE: Revision to Request to Test Memo for the
HR Recruitment Manager/Chief Examiner position.
Human Resources Director Holly Harvey-Smith explained that the vacancy
recently posted for the position had not received as many applications as
expected. In an effort to increase the candidate pool, it was recommended
that the written test be removed from the recruitment process. This would
allow for greater focus on the in-person interviews, which would consist of
a broad cross-section of leadership on the panel.
Commissioner Weissich asked if this proposed change had been approved
by Legal and HR Director Harvey-Smith confirmed that it had. Harvey-
Smith went on to explain that candidates would be made aware of the
change in the process through a revision in the job posting and that the
top five (5) candidates would be invited to the initial interviews.
Commissioner Weissich asked if the Commission would have the choice of
five (5). HR Director Holly Harvey-Smith explained that candidates would
have to score at least 70% on the interviews to move forward in the
process. The Commission would have an opportunity to conduct a second

interview with the passing candidates. Commissioner Weissich expressed
that he would like to have unified results and a recommendation to the
Commission of the top three (3) candidates for ease of scheduling.
Commissioner Weissich then made the following motion: "I make a motion
to revise the competitive testing process for the Commission's
Secretary/Chief Examiner as recommended by the HR Director and direct
that the job posting be updated to reflect the same." Commissioner
Mitchell seconded the motion; motion passed 2-0.

There being nothing further, Commissioner Weissich made a motion to adjourn.

I would like to formally request reinstatement back to the Kent Police Department. When I left
in August of '23, I left the department in excellent standing. The circumstances for my leaving
have changed, and thus I would like to return to Kent PD, and eventually retire from the Kent

Former Kent Police Department Officer David Doucett resigned in good standing in August
2023. He has provided the attached written request for reinstatement to his previously held
position of Police Officer.
Per Civil Service Rule 10.02.b: The Commission shall be established and maintain
reinstatement lists as follows: Within 24 months from the date of resignation, a former
employee who resigned or retired from City employment in good standing may request that his
or her name be placed on a reinstatement list for the position held at the time of resignation or
retirement. The request must be supported by a written recommendation of the former
employing department and approved by the Commission.
I support Mr. Doucett's request and respectfully ask that the Commission approve his
placement on a Reinstatement Eligibility List.
