HomeMy WebLinkAboutCity Council Committees - Bicycle Advisory Board - 11/27/2023 (2) Kent Bicycle Advisory Board Meeting November 27, 2023 Minutes Held In-Person Approved BOARD MEMBERS PRESENT: (8) Julie Dunn, Maria Castro (remote), Erik Jacobs, Prem Subedi, Gordon Dona, Tim Irwin (remote), Connie Stolpp, Wendy Graves. BOARD MEMBERS ABSENT: (2) Allison Hopstad and Brian Smith (both excused). CITY STAFF MEMBERS PRESENT: Erik Preston, Rob Brown. Guests: None. 1. Call-to-Order - Graves The meeting was called to order at 5:45 pm with Wendy Graves presiding. 2. Roll Call - Preston 9 of 10 members present. Staff Erik Preston and Rob Brown are present. 3. Changes to the Agenda - Graves Add item between 7 and 8 for Kent-Kangley/132nd bike crash. 4. October 2023 Meeting - Minutes Approval - Graves Erik J. motion, Julie seconds, Board approved 7-1, Connie opposes. S. Cyclists Dismount Signs — Preston • Connie: suggest "Must dismount" verbiage • Erik J: Like "walk your bike" sign • Erik J: like symbol of person walking bike • Wendy: like the word "walk" • Summary: like the symbol. Like "walk". "Must walk your bike" is too wordy, perhaps "Must Walk Bike". • There were dismount signs when Regional Trails Connector was under construction • Erik J: Some people don't get off their bikes unless they see someone, but it brings attention to something to look out for. • Rob: City is looking at options for widened bridge or parallel bridge • Next steps are to have signs made and installed. • Connie: can color be added to the signs? Erik P: no, black on white is a legal requirement. 6. Festival & Events Subcommittee Report — Graves Winterfest • Connie: Julie, Levi, Connie will staff. Connie will get KBAB stuff tonight. Will have own table. Table will be next to Parks 2024 Bike Rodeo • Wendy: Rodeo flyer. Have a date. Nothing is simple with KBAB business. There is a QR code but it goes to the waiver form. Fillable form. Erik J is not involved now but someone can have access. Form goes to email address. No printing required. Received 2 forms in 2023. • Wendy: would be nice to have a link to somewhere. Wendy and Erik P had a discussion about getting on City calendar. • Erik J: there is a web page for KBAB. Might be able to add to that. Page 1 of 3 • Erik P: Could the QR code go to a Google calendar? • Wendy: That would be better than a waiver page. • Rob: Law Dept is going to change the waiver language. • Erik J: will create a Google calendar and share. • Erik P: What time will the Rodeo be? • Wendy: 10A - 1P, date is May 18t" • Wendy: Can we just change the date on this year's flyer to hand out? Josh M created it. Erik P talked to Josh M • Bike Rodeo reflectors. • Bike Rodeo YMCA. Connie met with J., the Kent YMCA director. YMCA is excited to work with KBAB and help advertise the event. • Events subcommittee did not meet last week. Need to schedule. • Maria will send an email to PD about officers • Wendy will talk to Sara Wood about more bike helmets 7. Bicycle Infrastructure Subcommittee Report - Jacobs • Erik J: Gaps and Racks has not met yet. Erik P will find a time. 7.5 Discuss Police Crash Reports - Jacobs • Bike crash on Kent-Kangley at 132"d Ave SE. • Connie: Can Communications work with media to publish bike safety messages? Erik P: may be possible. • Wendy: Can Sara Wood come in a talk to KBAB about safety? Erik P: We can ask. • Prem: Can KBAB go to schools for outreach? Erik P: there are some programs. PD in other locations have done this. Wendy: That is one of the purposes of the Bike Rodeo. • Gordon: KBAB was advertising the bike bus last Rodeo. • Julie: received a flyer in the mail. There was an article on pop-up bike lane. Need to consider before commenting. • Erik P: Popup bike lanes are something for KBAB to look at but needs more investigation. There were some that were installed during covid. Pop-up bike lanes or quick-build bike lanes? May be possible to take parking on residential streets for a bike lane. • Julie: haven't ridden on Kangley in years. Have to find other ways around. Rides through neighborhoods to get places. KBAB should be looking at greenways • Tim: popup bike lanes and bike buses. Have seen some installations that is are a line of cones. • Erik J: how to educate kids? Too much to teach kids. Maybe some displays at the Rodeo. Graphics showing right hook or getting doored. • Prem: Talk to kids about bike safety for future. • Wendy: invite Sara back 8. Monthly Rides and Promotion - Jacobs • Rides are still being promoted by City 9. Communications - Preston • Erik P: KBAB position has been advertised. Have 3 applicants. Will work on scheduling interviews. 10.Notice of Upcoming Meetings - Preston Next meetings: December 18, 2023 (Special), and January 29, and February 26, 2024. 11.Items for the Next Meeting - Graves Page 2 of 3 • Invite Sara Wood to talk about SRTS. 12.Adiournment - Graves Wendy Graves adjourned the meeting at 6:35 pm.
