Call to Order Chair Thomas called the meeting to order at 5:30 PM. 2. Roll Call All Commissioners were in attendance and all attended remotely. 3. Changes to the Agenda There were no changes to the agenda. 4. Aporovall of the Minutes Commissioner Mitchell made a motion to approve the minutes from the October 25, 2023 regularly scheduled Civil Service Commission meeting. Motion was moved and seconded by Commissioner Weissich; motion passed 3-0. S. Consent Items to Accept A. Letter dated October 3, 2023 from Chief Padilla congratulating Ernesto Green on being hired as a Probationary Lateral Police Officer effective December 1, 2023. B. Letter dated November 1, 2023 from Chief Padilla to Cmdr. Background: Over time, the Commission's Secretary/Chief Examiner, Natalie Winecka, has assumed other non-classified duties of the City's Human Resources Department, including serving as its Recruitment Manager. With Ms. Winecka's departure at the end of January, it is necessary to conduct a recruitment for an applicant who can fill both the classified duties of the Commission's Secretary/Chief Examiner, and the non-classified duties of the HR Department's Recruitment Manager. Rule 4.01 provides that the Commission's appointment of its Secretary/Chief Examiner shall be the result of a competitive process that includes oral or written tests as the Commission determines will fairly determine the qualifications of applicants for the position. The City's HR Director has recommended the following recruitment process apply for both the classified and non-classified portions of the position. However, the civil service rights and privileges shall apply only with respect to the classified portion of the position. The position will be open to the public and posted on the City's external career website as well as other advertising websites typically used by the City for other recruitments. A written exam will be administered to those applicants who meet the position requirements as set forth in the job description and Rule 4.01. A minimum passing score of 70% will be required to continue and the written test will have a final weight of 30%. The top seven (7) candidates from the written test (including ties) will be invited to an oral board interview, A minimum passing score of 70% is required and the oral board interview will have a final weight of 70%, - An eligibility list will be established for those who pass both the written exam and oral board interview. In accordance with Rule 11.04, the Commission may appoint any one of the top five (5) candidates listed on the eligibility list. - The Commission or their designee, in cooperation with the HR Director, may conduct second interviews of any or all of the top five (5) candidates listed on the eligibility list. The finalist selected by the Commission for appointment must successfully complete a reference check, a background check, and obtain Criminal Justice Information Systems (CJIS) clearance.
