The Long Range Planning manager, Kristen Holdsworth, provided a brief =
update on ECD activities, including economic development, long range
planning, development applications, and other department updates.
Ms. Holdsworth also gave a presentation regarding the 3 growth alternatives
that have been selected for study for the Comp Plan EIS and update. The
Board members asked some clarifying questions and were interested in the
next steps.

SUMMARY: At the upcoming LUPB meeting staff will provide an update on the
creation and kickoff of the Comprehensive Plan Community Advisory Group (CAG).
The CAG will:
• Represent their network and community in a manner that is just, fair, and
reflective of the larger interests;
• Provide input and feedback on the programmatic Draft Environmental Impact
Statement for the 2044 Comprehensive Plan update;
• Provide recommendations and recommendations for Phase 2 and 3
engagement and outreach;
• Assist in the update of the existing policies and goals to reflect community
input and new requirements for comprehensive plans that are being adopted
as part of the periodic update process; and
• Provide input and guidance when updating the Future Land Use map for
development over the next 20 years.

SUBJECT: Downtown Subarea Plan (DSAP) Update: Project Intro
SUMMARY: At the upcoming LUPB meeting staff will provide an overview of the
Downtown Subarea Plan update process and will ask for early input from the board
on various project components.
BACKGROUND:
The City is working to update Kent's Downtown Subarea Plan (DSAP). The DSAP is
a policy guide for Downtown that encourages a dense, mixed-use urban center that
complements transit and infill and redevelopment compatible with the community's
economic, environmental, and planning goals. It was last updated in 2013.
The Puget Sound Regional Council (PSRC) develops policies and coordinates
decisions about regional growth, transportation and economic development
planning within King, Kitsap, Pierce and Snohomish counties. PSRC, through
collaboration with more than 100 partners, has created a four-county regional
growth strategy called Vision 2050.
A hallmark of Vision 2050's regional growth strategy are "centers":
• Regional growth centers (RGCs) are locations of more compact,
pedestrian-oriented development with a mix of housing, jobs, retail, services,
and other destinations. The region's plans identify centers as areas that
should receive a greater proportion of the region's population and
employment growth than other parts of the urban area, while providing
improved access and mobility—especially for walking, biking, and transit.
• Manufacturing/industrial centers (MICs) are locations for more intensive
industrial activity.
Both regional growth centers and manufacturing/industrial centers are focal points
for economic development and transportation infrastructure investments. The
region has designated 30 regional growth centers and 10 regional
manufacturing/industrial centers. Downtown Kent is designated RGC and Kent's

Industrial Valley is a designated MIC. On average, the city receives about $10-15
million in grants every two years for transportation projects.
Periodically, PSRC evaluates existing centers and their accompanying subarea plans
to ensure consistency with Vision 2050 and further regional collaboration. The next
PSRC Centers Recertification process starts in 2025. Jurisdictions will need to adopt
subarea plans that conform to Vision 2050 and Regional Centers Framework to
remain eligible and competitive for PSRC funding. The "Rally the Valley" Industrial
Subarea Plan was adopted in 2020 and complies with the updated PSRC
requirements. Since DSAP has not been updated since 2013, the City must update
the DSAP if it wishes to maintain certification and designation as a Regional Growth
Center.
ECD staff will lead this project and is in the process of contracting with MIG, Inc for
consultant support. ECD will coordinate efforts with all departments to review,
evaluate, and update policies.

3. Historic Land Use Permit Volumes
The following charts provide an overview of land use permits received and
issued processed over the past two years. Land use permits require additional
review before submitting for construction permits. One project may have
multiple permits (for example, a mixed-use project may be part of a binding site
plan (land use permit), subject to SEPA (environmental permit), and subject to
the Midway Design Guidelines (design review).
Examples of land use permits include subdivisions, short plats, planned unit
developments, binding site plans, conditional use permits, minor conditional use
permits, rezones, etc.
Environmental permits include SEPA determinations and Shoreline permits.

Design review permits are required for projects subject to specific design
requirements. Kent has the following design standards: Downtown, Rally the
Valley (Industrial), Midway, and Multifamily.

Long Range Planning
1. Comprehensive Plan Update E
• Phase III of the Comprehensive Plan update is underway! The Project U
Team is working closely with utility providers (within the city and a
externally) and our transportation planners on analysis of three growth
alternatives for the draft SEPA EIS.
• Staff met with the Kent Youth and Family Services (KYFS) board to
provide an overview of the Comprehensive Plan and discuss the future of
Kent.
• An amendment for the Comprehensive Plan contract with MIG
(consultants) will be on the Council's consent agenda on February 6,
2024. The amendment will increase the contract amount an additional
$410,000 to:
o Revise the original Comprehensive Plan scope to recognize new
state laws and address data gap assumptions that were previously
made ($130,000); and
o Add on the Downtown Subarea Plan update (DSAP) into this
contract so the City can continue to qualify as a PSRC Regional

Growth Center and be eligible and competitive for PSRC funding
opportunities ($280,000).
2. State Legislation Tracking and Implementation
• On November 21, the City adopted its 2024 Legislative Agenda. The City's
top legislative priority for this year is for the legislature to approve
councilmanic taking authority to fund public safety so that the City Council
can effectively lead the community and help residents feel safe at home,
work, parks, restaurants, and throughout their daily lives.
• The state legislative session started January 8 and has been dubbed the
"Year of Housing 2.0." Staff have already reviewed over half a dozen bills,
focusing on transit-oriented development (TOD), revisions to last
session's middle housing bill (HB 1110), co-living housing, lot splits, a
new state process for compliance review of housing elements with a
"builders remedy," and more.
3. Housing
• The South King Housing and Homelessness Partners (SKHHP) Executive Or
Board awarded over $5.8 million from the Housing Capital Fund (HCF) for LO
development and preservation of affordable housing in South King M
County. Two of the four funded projects are in Kent (TWG Pandion at Star r_
Lake and Kent Multicultural Village). Both projects are adjacent to new a
light rail stations. W
• Staff are participating in a SKHHP workgroup to identify opportunities to
preserve housing across our cities. These strategies will inform the a
Comprehensive Plan's updated Housing Element. o
• Staff provided comments on Commerce's draft ordinance and guidance w
documents to implement HB 1110 (middle housing). N

• The division continues to actively participate in regional efforts, including CY
various King County Growth Management Policy Council meetings,
SKHHP, King County and Cities Climate Collaborative (K4C), and the King
County Extreme Heat Mitigation Strategy Steering Committee. U

Economic Development
• Leading up to the holidays and after the start of the new year, Economic
Development staff communicated with many in Kent's business community
about the City's efforts to gain legislative support for more local options to fund
public safety. The Kent Downtown Partnership, Kent Chamber, all the tenant
businesses at Great Wall Mall, and many others expressed their support by
providing signatures and company logos to share in a letter to Kent's legislative
delegation.
• Staff was awarded a grant from the Port of Seattle for promotional signage at
SeaTac Airport during Q1. Travelers should look for lighted signage that
promotes Kent's delicious multi-cultural cuisine and food tours in Baggage Claim
through the end of March.
• In anticipation of Food NW's Hot Topics in Food Processing event Jan. 24 at
ShoWare Center, staff is assisting organizers with outreach to over 200 Kent

Valley food manufacturers to ensure their awareness, attendance and to explore
possible partnership opportunities. With a sponsorship grant from LTAC, the
event will mark the first time Food NW has brought a local opportunity to the
region where area food manufacturers can network, collaborate, and problem-
solve together.
