Business A. Nomination and Election of Chair and Vice-Chair MOTION: I move to elect Julie Miller to the position of Chair of the Independent Salary Commission for a one-year term. Overview of Purpose of Commission, Roles, and Responsibilities City Attorney, Tammy White provided the commission with an overview of the purpose of the commission, and roles and responsibilities. White provided the commission members with reference documents that included: MRSC Practice Tips for Local Governments relating to the OPMA MRSC Practice Tips for Local Governments relating to Electronic Communications, the Public Records Act and Records Retention. White handed out a document titled "Roberts Rules of Order - Simplified." White walked the commission through the formal process to adopt a salary schedule. White detailed the duties of the Mayor, Council President and Councilmembers. Additional documents were provided detailing the Mayor and councilmembers' assignments to the Sound Cities Association Regional Boards and Committees and the frequency and length of meetings. C. Comparable Salaries for Mayor, Council President and Council Members Finance Director, Paula Painter provided the Commission with comparable salaries for the Mayor, Council President and Councilmembers. Painter presented additional documents detailing: Monthly Compensation - Chart Comparisons for current salaries for mayors, council presidents and councilmembers from various cities within King, Pierce, and Snohomish Counties which use a Mayor-Council form of government. Selected cities have populations between 72,380 and 137,900. Painter provided charts detailing: Councilmember and support staff counts Monthly compensation including population Benefits As the Commission members requested additional information, Painter provided responses during the meeting. D. Page 2 of 4 Independent Salary Commission Independent February 14, 2023 Salary Commission - Special Meeting Kent, Washington Minutes Commission members talked about the history of prior salary commissions and reviewed in detail the CPI from 2016 - 2022. Commission members extensively reviewed and discussed the salaries of councilmembers, council president and mayors in comparable cities while taking into consideration their populations, tax revenues, number of full time employees and complexity/diversity of their jurisdictions. Commission members discussed a different salary for the council president due to additional duties/time commitments/responsibilities and were in agreement to setting the Council President's salary at a set percentage above the councilmember's salary. At 11:31, the commission took a brief recess At 11:40 a.m., Chair Miller reconvened the meeting Commission members were in agreement to setting the annual CPI to 2.5%. The commission members analyzed the salaries of the mayors, councilmembers and council president with the comparable cities and indicated a desire to bring the salaries in line with those cities, while recognizing Kent has lagged behind due to there not being a salary commission since 2015 to annually review salaries. Commission members discussed how the lower salaries are barriers to participation, and are hopeful that these higher salaries will increase participation and will increase the diversity of the council. These changes will provide an opportunity for all voices to be heard. The commission discussed providing additional information to the public regarding their thought process in determining salaries. White drafted Comments from the Salary Commission to be included in the Proposed 2023 Salary Schedule. MOTION: I move to adopt the proposed salary schedule for the positions of Mayor, Council President, and City Council, and to submit the proposed schedule for public comment at the Commission's next meeting.
