II. Reason and Background for Change Per RFI 02, the Contractor requested payment clarification and product information for trench repair for permanent pavement. In addition, per RFI 06, the Contractor stated that HMA Class 1/2" 58V is not available during the winter months in the smaller quantities that are required for trench patching. It was requested that the Contractor be able to use HMA Class '/2" 58H for the trench repair. In order to not delay the project and to provide the Contractor a pay item reflecting the new product and slower production rates associated with trench repair, the City responded to RFI 02 allowing the use HMA Cl 1/2" 58H-22 for permanent trench patching within grind limits. All wearing course HMA shall remain HMA Cl 1/2" 58V-22 per the contract documents. The City requested a cost proposal be provided to use HMA Cl 1/2" 581-1-22 for permanent trench patching. The deductive tonnage for Bid Item 1095 is intended to replace the temporary patching, which would have been approximately 40 tons. The discrepancy between the add and deduct bid items is due to the permeanent trench patch being 1' wider on both sides of all trenches and structures, plus the added area from moving SDMH4, and an additional 10 tons for repairing degraded areas adjacent to the trench patching. So,we are looking at 75 to 90 Tons at$333.76/Ton. I just talked to Paul on the phone to confirm, and he stated that was not the final price, but to show it was not the same unit cost as BI 1095. To make it simple, he would be looking for the standard 12% FA markup on his sub. Based on my ICE this is still fair and reasonable at$333.76/Ton. I also let him know that we can not go over on our quantities on a CO. He will have his foreman measure the storm today and get back to me on a quantity. Thanks for checking! If Lakeside does the work, is Strickland good with that? Are we confident 40 Tons is going to cover the relevant patching? Our Accounting Department will not exceed the quantity listed on CO unit price items... long story. So we will need to come in at or below 40 tons for the work, otherwise we'll be required to do an adjustment CO for any amount over 40. Question It's very unclear what the intent for trench repair permanent pavement was contained under.The costs to conduct stand alone Trench pavement repair is far more costly than the cost of overlay far more labor intensive and slower production values. Based on the information in SP 7-08.3(5) permanent Trench Patch shall be 3" and in sections of Overlay 2" followed by 2" during the overlay. Based on the new Storm Pipe installation there is Approximately 275 If of trench repair assuming 5"width which in some case half of that with is in the shoulder section of the current pavement Estimated Qty's of Trench restoration using 115lbs per SY per inch I calculate the Asphalt required for restoration to be 17.57 tons for 26.35 tons and 4" at 35.14 tons. Suggested answer Strickland and Sons would be in favor of using the bid item in Temp Hot Mix and complete trench restoration during the process. Question The Project Plans and Specifications failed to call out a need for a Phasing Plan.This RFI brings to questions. First is how or what was the intent or desired plan to make construction possible. Second due to the availability of V oil for HMA is it possible to use H oil in these areas that still have 3" paving profile remaining Suggested answer I have included marked up set of plans outlining the limits needed for construction and a letter of a required course of action to complete this project with the limited room and the number of large trucks and buses that frequent this area. Official response Sean Flint(KBA, Inc.):Anticipated project phasing was to complete all lane edge curb and gutter, buffer strips, sidewalks and curb ramps prior to installation of the precast splitter and center roundabout island curbs and HMA infill.It was also anticipated that the island curb installation would occur immediately prior to wearing course paving to prevent damage to curbs. Room and protection of the Roundabout and Islands will be paramount in the ability to make this project a reality. The Plan Set and Special Provisions didn't outline a Phasing plan for construction activities and the sequences to follow. After spending the week onsite to gain a full understanding of the current site conditions and where the Roundabout sits in correlation to the current conditions the attached plans I marked up (not to scale just close proximity)outlines what we must accomplish before construction of the Roundabout and Islands can Begin. One of the first things I noted was existing grades aren't fully represented in the plans. The area in and around the location of the of the Roundabout seem to average 3" below finished grade. I would have to have more survey control to verify fully the accuracy of this area. Second thing I noticed is the existing Centerline and the areas at the beginning section where we are to match existing grades all seem to match accordingly, however it seems the plans made some assumptions of the roadway section from the Centerline to edge of existing pavement was assumed to be 2%after investigation the areas withing the construction zone range anywhere for 3%to as high as 7%. The plans show the roadway section being a minimum Grind of 2" per Bid Item 1110 while the majority of the project is already below that 2" threshold. Though the investigation I would like to make the recommendations and Phasing of the Project as follows: 1. Establish the planed flowlines of the project and work to find where 2%towards the centerline meets existing conditions less 3"for final surface paving. 2. Instead of a full roadway Grind only Edge Key the defined line established from number 1 3. Pave sections from Edge key to extended sections as outlined and in the attached plans that extends through portions of the Buffer and Sidewalk sections surrounding the Roundabout and Islands. 4. Construct the Roundabout and Islands complete. a. Note 24 hour traffic control will be required to protect the roundabout and islands till at which point they can be secured from both sides of the curb and deemed able to be driven over. 5. Sawcut and remove asphalt to a minimum of 1'from the new curb to be installed. 6. Install all curbs within the project limits. 7. Patch back the 1'areas required to form and pour new curbs and gutters. 8. Install long term temporary striping. 9. Final lift of asphalt. 10. Final striping. This project is contained in a confined area and will require temporary road section to adequately construct this project. I believe this to be the most cost effective way to handle this while being able to maintain the ability to have a drivable surface while waiting for spring to conduct final paving operations. We have bid items for HMA, Pre-level, Saw Cutting and Asphalt Removal the only Item that would need to be considered would be an item for Edge Key. I would also suggest they confirm with their paving subcontractor the availability of V mix this time of year. My experience is that plants typically do not run V oil on this side of the mountains outside of summer months, or at least outside the DOT defined paving window dates, unless substantial quantity is involved. Since this is a federal contract, I believe a change order to an H mix will be necessary to provide trench patching in the off season. Those are my thoughts.
