City of Kent and King County Local Food Economy Initiative Collaboration
Kent Valley Food Ecosystem Partnership Planning
Scope of Work
In recognition of the need of community-based organizations and non-profits in the food
ecosystem—particularly smaller ones—to have the cost of their staff's time offset the City of
Kent commits to supporting non-profit programs serving the local food economy in the thematic
areas of farmer's markets, food production business assistance, and workforce development for
their time with both tools and resources to honor and acknowledge their participation, wisdom,
labor, and lived experience.
Participating Organization Information
Living Well Kent, located on Kent's East Hill is a non-profit organization whose
mission is to provide public spaces and initiatives that encourage healthier lifestyles
and better living.
This agreement is made and entered into on May 18 between the City of Kent and
Wakulima (hereinafter "CONTRACTOR").
The City of Kent and CONTRACTOR agree as follows:
1. CONTRACTOR agrees to provide the City of Kent the following services:
• Designate staff or team lead to participate in King/Kent Food
Conversations quarterly meetings
• 4 meetings (1.5 hrs each) = or approximately 6 hours of staff time
• Engage with NVA project partners (Andrea/Caroline) for an interview to
discuss organizational needs, projects, opportunities, and community
advisory board related to the proposed facility
■ 1 meeting (-1 hr each) = —1 staff hour
• Complete evaluation questions (4) post engagement with NVA
■ 1 worksheet (-1 hr max) = ^-1 staff hour
• Complete evaluation questions (4) post communication/meeting cadence
■ 1 worksheet (-1 hr max) = —1 staff hour
• Total Time Ask (related to stipend):
■ Approximately 9 hours of staff time.
2. The City of Kent agrees to compensate CONTRACTOR at the following hourly
rate for services rendered: $350.00. This hourly rate includes all costs and

CONTRACTOR organizational representation in work meetings and no more than
2 staff to participate in meetings and workshops. Total organizational
compensation not to exceed $3,300 in Fiscal Year 2023 for this agreement.
3. Payment will occur within fifteen (15) days of receipt of CONTRACTOR'S invoice
for completion of said services by CONTRACTOR. Organization will track hours
per staff member's participation and report with invoice after completing over-
the-phone and written evaluation questions with New Venture Advisors for the
research project. (See attached Exhibit A: Sample Evaluation Questions for Post
Engagement Follow-up)
4. CONTRACTOR agrees it is not an employee of the City of Kent for any purpose.
5. All intellectual property created under this agreement remains the sole property
of the City of Kent and its Partner King County.
6. This agreement encompasses the entire agreement of the parties and there are
no other agreements, oral or written.

Exhibit A: Sample Evaluation Questions for Post-Engagement Follow-up
Thank you for your time and input in the conversation with the consultants from NVA. Our
objective in creating these follow-up conversations is to identify opportunities within our
regional community for partnership and collaborative program development that best serve all
of our audiences.
For the City of Kent and King County to continue our support of food-related projects,
developments, and agricultural supports across the community, we need to understand what
your organizations need regarding capacity, connections, and funding. These follow-up
questions will help us to codify those opportunities as we move forward.

1) As shared, the proposed Kent Valley Food Innovation Center, which was the subject of
last year's feasibility study, is moving forward under the leadership of FareStart,
Business Impact NW, and Living Well Kent. We expect a Community Advisory Board to
be formed to support the continued input and participation of community organizations
like yours. Please confirm your interest in being a member of that board or advisory.
2) What topics or specific areas of interest do you want to see addressed by the City of
Kent and King County in future communications, outreach efforts, or connections?
3) What are the next steps that your organization needs to take to advance your programs
- how can King/Kent help?
4) What is your timeline for follow-up from King/Kent to explore the next steps?
