CALL TO ORDER / FLAG SALUTE Mayor Ralph called the meeting to order. 2. PUBLIC HEARING Mayor Ralph advised of the public hearing process and opened the public hearing. Economic and Community Development Department Deputy Director, Matt Gilbert provided the staff presentation. The Bridges is an island of Kent in Auburn that: Consists of 155 acres, 379 homes Was annexed by Kent in 1987 as a future water reservoir Site became known as The Bridges when it was sold and developed Surrounding the Lea Hill neighborhood was annexed into Auburn in 2008 The annexation process was reviewed: Council initiated annexation between cities allowed by state law Auburn passed initiating resolution in September 2023 Boundary Review Board review is required Interlocal Agreement Public hearing and concurring resolution by Kent is required Gilbert talked about milestone actions that started in 2019. Neighborhood outreach was detailed that started in February 2021 through Kent City Council City Council Special Meeting November 28, 2023 Minutes Kent, Washington neighborhood meetings and National Night Out. Gilbert reviewed the joint website between the City of Kent and City of Auburn that contained information related to the annexation. The City conducted a survey of the Bridges neighborhood and 76% were in favor of annexation. Gilbert talked about the extensive public outreach that included mailing and posting notices of the public hearing to a broad radius. Gilbert provided an overview of the surplus process and documents that are on today's consent agenda. Future Development: 13 acres remain for future development Auburn is engaged with the community to plan for growth Comprehensive Plan and zoning effort is underway Gilbert indicated residents in The Bridges neighborhood will be Auburn residents effective January 1, 2024. The water system will remain with the City of Kent. Water system will remain with the city of Kent There was no one signed up to provide public testimony. There were no written comments received. I move to close the public hearing. Public Hearing on the Resolution Concurring in Auburn Annexation of the Bridges - Adopt Boyce recognized councilmembers for making this decision the is the best decision for Kent. Chief Administrative Officer, Pat Fitzpatrick thanked staff for this complicated work in getting done by January 1, 2024. Convey Sensitive Area Tracts at The Bridges - Authorize MOTION: I move to authorize the Mayor to sign a Quit Claim Deed conveying 59.25 acres of sensitive area tracts in The Bridges neighborhood to Copper Creek (Auburn) Homeowners Association, subject to all existing development and land use restrictions of record and final terms acceptable to the Economic and Community Development Director and City Attorney. B. Interlocal Agreement with City of Auburn for The Bridges Annexation - Authorize MOTION: I move to authorize the Mayor to sign an Interlocal Agreement with the City of Auburn in support of Auburn's annexation of "The Bridges" neighborhood, subject to final terms and conditions acceptable to the Economic and Community Development Director and City Attorney. 5.
