Public Recognition i. Proclamation for Arbor Day Mayor Ralph presented the Proclamation for Arbor Day to Margaret Wagner, Natural Resources Coordinator with the City of Kent and Wagner expressed appreciation of the proclamation. ii. Proclamation for Native American Indian Heritage Month Mayor Ralph presented the Proclamation for Native American Indian Heritage Month to Micharl Evans (waq/usgidagb, Chair of the Snohomish tribe of Kent City Council City Council Regular Meeting November 21, 2023 Minutes Kent, Washington Indians, Father of the Blue Heron Canoe, and Vice President of the Greater Kent Historical Society. iii. Proclamation for Small Business Saturday Mayor Ralph presented the proclamation for Small Business Saturday to Gaila Haas, Executive Director of the Kent Downtown Partnership and Haas expressed appreciation of the proclamation. iv. Presentation of Giving Campaign Proceeds to Children's Therapy Center Members of the City's Charitable Giving Committee, Ronald Lashley, Jens Vincent, Melissa McCormick and Cassi Fowler, presented $9,013 in proceeds from the Giving Campaign to Children's Therapy Center. Vincent talked about the services that Children's Therapy Center provides to the children of the Kent community. Representatives from Children's Therapy Center accepted the check and talked about supporting families. v. Appointments to Kent's Diversity, Eauity, Inclusion and Belonging Board Mayor Ralph recommended Council confirm her appointments to Kent's Diversity, Equity, Inclusion, and Belonging Board. B. Community Events Council President Boyce announced upcoming events at the accesso ShoWare Center. Councilmember Fincher announced upcoming Spotlight Series events. S. REPORTS FROM COUNCIL AND STAFF A. Mayor Ralph's Report Mayor Ralph serves on the Regional Policy Committee. The Committee recently discussed the King County Council's authority to leverage 1/10th of 1% for arts and culture. The Committee discussed how funds will be allocated and cities are advocating for the dedication of tax funds to cities outside the City of Seattle. Mayor Ralph serves on the Transportation Policy Board that is continuing its work on scoring with the focus on climate safety and equity in scoring. Mayor Ralph serves on the South King housing and Homelessness Partnership that is making final decisions on funding with the use of HB 1406 and 1590 funds. B. Page 2 of 7 Kent City Council City Council Regular Meeting November 21, 2023 Minutes Kent, Washington Chief Administrative Officer, Pat Fitzpatrick announced the upcoming special City Council meeting on November 28th at 5 p.m. to address the Bridges annexation that would be effective January 1, 2024. Fitzpatrick advised his report is in today's agenda packet. C. Councilmembers' Reports Boyce serves as the chair of the Operations items on the Committee of the Whole and the City Council workshop and provided a recap of agenda items from today's meetings. Councilmember Kaur recently attended the National League of Cities Conference and emailed the summary of the conference to the City Council. Councilmember Troutner provided a recap of the special Land Use and Planning Board and City Council special workshop that discussed the Comprehensive Plan Update. Troutner serves on the Regional Transit Committee that received a briefing on Metro services and also moved forward the System Evaluation Plan. Fincher serves as the chair of the public works items on today's Committee of the Whole and provided a recap of agenda items. 6. PUBLIC HEARING None 7. PUBLIC COMMENT None 8. Amendment to Consultant Services Agreement between the City of Kent and Robert Half International, Inc. - Authorize MOTION: I move to authorize the Mayor to sign Amendment No. 5 to the Consultant Services Agreement with Robert Half International, Inc., in an amount not to exceed $355,000.00 for staffing services through December 31, 2024, subject to final terms and conditions acceptable to the IT Director and City Attorney. E. Settlement Agreement with Pacific Power Group and Yaculta Companies - Authorize MOTION: I move to authorize the Mayor to sign a Settlement Agreement with Pacific Power Group, subject to final terms and conditions acceptable to the Human Resources Director and City Attorney. F. Washington State Department of Commerce East Hill North Community Park Grant 2021 - Authorize MOTION: I move to accept grant funds in the amount of $1,960,000 from the Washington Department of Commerce for East Hill North Community Park, amend the budget, authorize expenditure of funds, and authorize the Mayor to sign all necessary agreements and other documents, subject to terms and conditions acceptable to the Parks Director and City Attorney. Washington Recreation and Conservation Office Ruth Property Acquisition Grant- Authorize MOTION: I move to accept grant funds in the amount of $3,000,000 from the Recreation and Conservation Office for the Ruth Property acquisition, amend the budget, authorize expenditure of funds, and authorize the Mayor to sign all necessary agreements and other documents, subject to terms and conditions acceptable to the Parks Director and City Attorney. I. Washington Recreation and Conservation Office Grant - Upper Mill Creek - Mendel Acquisition - Authorize MOTION: I move to accept grant funds in the amount of $475,000 from the Recreation and Conservation Office for the Mendel Property acquisition, amend the budget, authorize expenditure of funds, and authorize the Mayor to sign all necessary agreements and other documents, subject to terms and conditions acceptable to the Parks Director and City Attorney. Washington Recreation and Conservation Office Grant - Springwood Park - Authorize MOTION: I move to accept grant funds in the amount of $500,000 from the Recreation and Conservation Office for the Springwood Park Renovation Project, amend the budget, authorize expenditure of funds, and authorize the Mayor to sign all necessary agreements and other documents, subject to terms and conditions acceptable to the Parks Director and City Attorney. Ordinance Consolidating Budget Adjustments between July 1, 2023 and September 30, 2023 - Adopt MOTION: I move to adopt Ordinance No. 4475, consolidating budget adjustments made between July 1, 2023 and September 30, 2023, reflecting an overall budget increase of $4,079,264.
