C. INFO ONLY: Third Quarter 2023 Investment Report
Cash and Investment Officer, Joe Bartlemay presented the Third Quarter
2023 Investment Report by reviewing the Investment Portfolio through
September 30, 2023 and advising the Investment Advisory Board
implemented incremental increases to the long term portfolio by $10M per
quarter.
Bartlemay detailed the cash and investments by type, monthly ending
balances, interest earnings and total cash and investments by fund ending
September 30, 2023.
Finally, Bartlemay reviewed the pfm asset management portfolio summary
and balances in addition to the Sector Allocation Analytics that demonstrates
policy compliance.
D. Ordinance Adopting the 2023 Tax Levy for the 2024 Budget -
Adopt
Finance Director, Paula Painter advised the property tax assessed valuation &
rate for the 2024 budget will increase revenue by $339,000.
MOTION: I move to adopt Ordinance No. 4478, approving the
property tax levy ordinance for the 2024 budget.

E. Ordinance Adopting the 2024 Mid Biennium Budget
Adjustments - Adopt
Painter reviewed the 2024 Mid-Biennium Budget Adjustments that includes
changes to operating and capital expenditures. One slight change relates to
an increase of approximately $750K - the biggest portion relates to the
recently-completed salary survey for non-represented employees.
MOTION: Adopt Ordinance No. 4479, approving the 2024 Mid-
Biennial Budget Modification Ordinance.

F. Verizon Wireless — Federal General Services Administration
(GSA) Supply Contract - Authorize
Deputy Information Technology Director, Tara Duckworth presented an
overview of the Verizon Wireless agreement. Verizon currently provides the
City with wireless voice and data services and equipment. Verizon's services
have been purchased with Council approval through the General Services
Administration (GSA), an independent procurement agency of the federal
government, through its Federal Supply Service Information Technology
Contract GS-35F-0119P. The current GSA contract expires on December 2,
2023.
MOTION: I move to authorize the Mayor to sign the purchase
order with Verizon Wireless under a federal supply contract; to
sign future purchase orders under this contract through June
10, 2025, and any extended contract term that may be
authorized, if those purchases fall within established budgets;
and to ratify past actions consistent with this motion.

Duckworth advised NeoGov currently provides the City a Learning
Management System, Public Sector Job Board (Governmentjobs.com), and
Insight for Applicant Tracking.
MOTION: I move to authorize the Mayor to sign a subscription
renewal with NeoGov in the amount of $64,637.54, subject to
final terms and conditions acceptable to the IT Director and
City Attorney; to authorize the IT Director to sign future
renewals that are within established budgets; and to ratify past
actions consistent with this motion.

H. INFO ONLY: Police Department "Take me Home" Program
Community Education Coordinators Sara Wood and Stacy Judd shared details
on a new, free resource the Kent Police Department has started - The "Take
Me Home Program."
The program is a free resource for families and officers and is completely
voluntary for residents. You can register those that need special assistance,
special needs, have a cognitive disability, de-escalation or need to find their
way home. Visit www.kentwa.gov/takemehome to register. Information
submitted is confidential.
When officers come into contact with someone that is unable to identify
themselves, the officer can search the program site to locate the person and
their contact information.
I. Ordinance Amending Chapter 9.38 of the Kent City Code
Relating to Parking Restrictions in the Panther Lake Area -
Adopt
The City's Traffic Engineer presented the Ordinance relating to parking
restrictions in the Panther Lake Area that update the code for arterials
with two lanes.
MOTION: I move to adopt Ordinance No. 4480, amending
sections in Chapter 9.38 of the Kent City Code, relating to
parking restrictions in the Panther Lake area.

J. Department of Ecology 2023 — 2025 Solid Waste Management -
Local Solid Waste Financial Assistance (LSWFA) Grant
Agreement — Authorize
The City's Conservation Coordinator, Tony Donati provided details on the
grant the City will be receiving from the Department of Ecology's Solid Waste
Management Local Solid Waste Financial Assistance Grant from 2023 - 2025.
This grant funds recycling collection events and the cleanup of encampments
on City drainage and right-of-way property.
MOTION: I move to authorize the Mayor to sign a Grant
Agreement with the Department of Ecology, subject to final
terms and conditions acceptable to the City Attorney and Public
Works Director.

Integrated Aquatic Invasive Vegetation Management Plan
(IAVMP) Grant Application
Kyra Keiser from Public Works Engineering provided an overview of the
application for the Department of Ecology's integrated Aquatic Vegetation
Management Plan grant that is intended for the management of fresh water
and invasive plants on water bodies with public boat launches.
The grant application requires the City to develop a plan to control aquatic
invasive vegetation; do a cost comparison of weed control options;
recommend a weed control option; and describe how the plan will be
implemented.
The grant would be used to control White Water Lily and Eurasian
watermilfoil, with the goal to improve water quality, recreational
opportunities, and aquatic habitat.
The grant provides up to $30,000, with a 25% match in money or time. The
match will come from time spent by City staff and the Lake Meridian
