Contractor: SCI Infrastructure Manager' Date: 10/24/2023 I. Proposed Change This change order adds handrail to the eastern most wall of the ramp from approximately 31+04.25 to 31+46.41 L and creates a bid item to provide compensation for the work. II. Reason and Background for Change The Concrete Stairs and Ramp Detail (A/10) includes handrail along both sides of all stairs and ramps except for the East side of the East ramp, see Plan Sheet 26 of 34. The East side length of wall shows fence on the detail, which does not satisfy the requirement for "handrail" as required in the US Access Board Technical Guide. This guide is included as an Appendix in the project specifications. Handrail shown on Detail A/10 is included in the LS price for the Concrete Stairs and Ramp. However, the contract has a unit price of $250.00 per LF for handrail along the sidewalks that have adjacent block walls. The contractor agreed to procure and install this ommitted section of ramp handrail for the established unit price to meet technical guide requirements. The City agreed to this price as fair and reasonable. III. Method of Payment NEW RAY ITEMS ❑Not applicable 5ch. Item Description Total Est. The East side length of vrah shows Fence on the detail, which is necessary as a security measure for the private property, but does not satisfy the requirement for handrail, based on the US Access Board Technical Guide that explains the requirements in the ADA Standards for ramps. The applicable section is included as an Appendix in the project specifications. Handrail shown on Detail A/10 is included in the L5 price for the Concrete Stairs and Ramp. However, the contract has a unit price of $250.00 per LF for handrail along the sidewalks that have adjacent block walls. The contractor has agreed to procure and install this missing section of ramp handrail for the established unit price. Total quantity would be 40.41 LF (Sta 31+06.00 to Sta 31+46.41) for a total cost of $10,102.50. Are you okay with proceeding with a change order in this amount in order to fabricate and install this missing section of handrail? Please let me know if you have any questions or need additional information. Looking at the drawing it clearly states the fence along the east side of the ramp and doesn't specify handrail as it clearly points at handrail in other areas of the ramp on the drawing. This is reflected on the approved shop drawing. Also, the plan sheet shows no handrail in that area either. I believe a fair soIution to this since it is not clearly shown to have handrail on the eastside of the ramp that it be paid for using the per linear foot item and the area that was missed on the north end of the ramp be paid for by the contractor. Let me know your thoughts. I have found that a few things were unclear and were answered by RF{and an approved shop drawing. RFI#3 that was sent on 9/15/22 anc replied to on 9/26/22 states that the handrail is not required on the east side of the ramp where the fence is located. Also, the shop drawing 14.2 that was submitted and approved. After your review of this please let me know if you would like to extend the west handrail to the corner on the north end or bring it around the corner. We can discuss further once you have reviewed. <imageOO1.png> Jason Craig SCllnfrastructure, LLC 2821 S 154"ST SeaTac,WA 98188 206.242.0633❑ 800.255.0633 Toll Free 206.242-0792 F 206.730.5816 C Contractor License No.SCIINL*993JA From:Cameron Bloomer<cbloomer_@kkbacm.com n Sent:Thursday,July 20,2023 12:03 PM To:Jason Craig r Jason.craig@scibui Ids,com a Cc:jbarry r ibarry@kentwa.gov a; Andrew Jonson<andrew.'onson @5cibuiIds.com > Subject:76th N-Handrail at Stairs Hi Jason, Handrail is required in the area shown in blue below.Shop drawings were in RAM 14.2 missed this requirement and we didn't catch it in review.Wish we would have. Please work with the fabricator to get the missing pieces going.
