SUBJECT: Washington State Department of Commerce Grant — Senior
Center Solar + Storage - Authorize
MOTION: I move to accept grant funds in an amount not to exceed
$500,000 from the Washington Department of Commerce for the funding
of a solar rooftop array for the Kent Senior Center, amend the budget,
authorize expenditure of funds, and authorize the Mayor to sign all
necessary agreements and other documents, subject to final terms and
conditions acceptable to the Parks Director and City Attorney.
SUMMARY: The City of Kent Senior Center Solar + Storage will consist of a rooftop
solar array with ground mount battery system to supply power during extended
outages. The rooftop array will utilize the south-facing roof sections across the
entire building. The battery and associated equipment will be installed outside of
the main electrical room, to the east, to intercept the utility power most efficiently
from the existing transformer. The concrete pad, enclosure, generation panel,
feeders, and conduit runs will be sized for a future expansion 'phase 2" to expand
the battery system for longer outages and higher loads. No future expansion is

This item is also on today's Committee of the Whole agenda. If the motion does not

Re: Contingent award of the Solar plus Storage for Resilient Communities Grant
Dear Mayor Dana Ralph,
Congratulations! The Department of Commerce is conditionally City of Kent under Track 2- Installation of Solar
plus Storage for Resilient Communities for City of Kent Solar plus Storage. The award amount is not to exceed
$500,000. This award is made from State funding.
This award letter is contingent on no successful protests of the award decisions and the execution of a Grant
Agreement with Commerce. Details such as obligations for deliverables, schedules, coordination and reporting
will be negotiated.
In light of the contingent nature of this grant, we require a counter-signature below by an authorized City of Kent
official. Commerce will announce that the grant has been awarded, however no project information will be shared
at this time, only apparent awards. City of Kent, including its directors, employees and agents, agree to make no
public statements regarding this award until the Grant Agreement is executed, unless Commerce provides prior
consent.
Next Steps:
1. Sign and return this letter by 5:00 PM on 8/23/2023.
2. Maureen Maples will be your contract manager. They will contact you regarding next steps once your
signed letter has been received.

From time to time, Washington State Department of Commerce (we,us or Company)may be
required by law to provide to you certain written notices or disclosures. Described below are the
terms and conditions for providing to you such notices and disclosures electronically through the
DocuSign system. Please read the information below carefully and thoroughly, and if you can
access this information electronically to your satisfaction and agree to this Electronic Record and

Getting paper copies

Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the

and then wait until we receive back from you your acknowledgment of your receipt of such
paper notices or disclosures. Further, you will no longer be able to use the DocuSign system to
receive required notices and consents electronically from us or to sign electronically documents
from us.

Unless you tell us otherwise in accordance with the procedures described herein, we will provide
electronically to you through the DocuSign system all required notices, disclosures,
authorizations, acknowledgements, and other documents that are required to be provided or made

inadvertently not receiving any notice or disclosure, we prefer to provide all of the required
notices and disclosures to you by the same method and to the same address that you have given

To request paper copies from Washington State Department of Commerce

the body of such request you must state your email address, full name, mailing address, and
telephone number. We will bill you for any fees at that time, if any.
To withdraw your consent with Washington State Department of Commerce
To inform us that you no longer wish to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your signing session, and on the subsequent page,
select the check-box indicating you wish to withdraw your consent, or you may;
ii. send us an email to docusign@commerce.wa.gov and in the body of such request you must
state your email, full name, mailing address, and telephone number. We do not need any other
information from you to withdraw consent.. The consequences of your withdrawing consent for
online documents will be that transactions may take a longer time to process..
Required hardware and software
