BOARD MEMBERS ABSENT: Julie Dunn (excused), Brian Smith (excused), Wendy Graves (excused), Allison Hopstad. CITY STAFF MEMBERS PRESENT: Erik Preston, Honey Maria (remote). Guests: Kristen Holdsworth (remote). 1. Call-to-Order - Castro The meeting was called to order at 5:46 pm with Maria Castro presiding. 2. Roll Call - Preston 6 members present, 4 members absent. 3. Changes to the Agenda - Castro No changes. 4. July 2023 Meeting - Minutes Approval - Castro Moved and 2"d, Board approved 6-0. 5. Comprehensive Plan and Housing — Holdsworth Kristen Holdsworth, the City's Long-Range Planning Manager, shared a PowerPoint while she talked about the Comprehensive Plan Update and Housing. - Comprehensive Plan - Planning for next 20 years - 2044: What kind of city Kent wants to be regarding housing, parks, equity, environment, transportation, economics. Policies: Growth management act, Multicounty planning policies, Countywide planning policies, Kent comprehensive plan, Kent functional plans, Kent codes and regulations • Midway subarea plan, Midway design guidelines, meet me on meeker, Downtown subarea plan, industrial design guidelines. • 2044 update: new SEPA EIS, comply with new & updated state requirements, etc. • Kent's 2044 growth target: 10,200 new housing units and 32,000 new jobs by 2044. Industrial area will have more jobs. We have lots of affordable and subsidize housing in Kent. We need more houses in 121+% area median income, also for 0-30% AMI. • Go to: engage.kentwa.gov/FutureKent for updates on 2044 comprehensive plan • Jacobs: Is there pressure on industrial land to convert into residential in Kent? Kristen: We have not seen that pressure to the same extent as Seattle. Usually request for non- industrial commercial uses on industrial area. • Rezone: Does it need city council approval? Kristen: Talk to economic development. They will look at whether it complies with the development code regulations for a specific zone. If denied for some reason, an option to meet with city council, will review and analyze if the new use could be added to the code. Code changes need to be approved by the council. - Housing - Kent Housing Option Plan: looks at code, mobile homes, Plan was adopted in 2021. We are in alignment, surpassing the state requirement in accessory dwelling unit. Page 1 of 2 • Conversion of existing building Bill: Commercial to housing in a residential area=1.5 times the underlying density. City can not require additional parking for the building. No exterior architectural improvements unless safety-related. The goal is to reduce the cost of converting vacant buildings and provide housing. Missing middle: instead of 1 house w/ADU, must allow 4-6 units in 56% of land area and ownership opportunities. Missing middle are duplexes, 3, 4, 5, 6-plexes, & townhomes. • Parking with density increase in a building: what about parking in those increased density areas where there are already parking issues? Kristen: not all lots will add densities. Commercial lots: can't require parking. 4000 sf lots: already max out on impervious surface or additional space will be cost prohibitive, unlikely all the lots will see change in density. 8,000-12000 sf lots: likely to add density. • 0.5 mile within major transit stop, can't ask for additional parking. These are 20% of parcels. Areas of pink. 4-6 units. • City does specific studies on neighborhoods, then different standards. • Increased density: mostly on east hill. What to do to minimize traffic impact? • Caveat: HOA that limits density on lots, the HOA can overwrite if they have rules already in place, overwrite the state law, not the city. • Prem: If an ADU is built and rented, is there a rent limit? Kristen: rent control is not legal in WA. We are not allowed to cap limits for rent. We have Rental housing inspection program, etc. 6. Safe Routes to School - Dunn Julie Dunn is absent, move to a future date. 7. Week Without Driving - Subedi Prem wants to work with the Mayor to have a proclamation. Prem will send emails to the members. National Event date is October 2-8. The board/subcommittee needs to decide or vote on the issue. Erik will let PW leadership and the Mayor's office know about the proclamation. The main idea is to show that there is a need and use alternative modes. S. Festival & Events Subcommittee Report - Stolpp Did not meet. Winterfest is next. 9. Bike Facility Gaps Subcommittee Report - Jacobs Did not meet. Cross section committee: mid-September Erik will be meeting with the internal city committee. Gap map is coming. 10.Monthly Rides and Promotion - Jacobs Discussed September rides. 5 rides, include them in the newsletter. 11.Communications - Preston Erik will be out on vacation September 1-15. 12.Notice of Upcoming Meetings - Preston Next meetings are September 25, October 30, and November 27. 13.Items for the Next Meeting - Graves Julie - SRTS webinar and grant $. Vote on Prem's Week Without Driving. Winterfest. 14.Adiournment - Graves Maria Castro adjourned the meeting at 7:01 pm.
