CALL TO ORDER/FLAG SALUTE Mayor Ralph called the meeting to order. 2. Public Recognition i. Proclamation for National Police Week Mayor Ralph presented the Proclamation for National Police Week to Chief Padilla. Chief Padilla expressed appreciation for the proclamation and spoke about how to honor the profession of serving and to use this opportunity to celebrate those that served and continue to serve. ii. Proclamation for National Public Works Week Mayor Ralph presented the Proclamation for National Public Works Week to Kent City Council City Council Regular Meeting May 16, 2023 Minutes Kent, Washington Public Works Director, Chad Bieren. Bieren expressed appreciation for the proclamation and for his entire Public Works team. B. Community Events Council President Boyce advised of upcoming events at the accesso ShoWare center, including the Thunderbirds playoff games. Councilmember Michaud announced the grand opening of Kherson Park on May 201" at 10:30 a.m. Councilmember Fincher announced the mini recycling event that will be held on May 19t" at the Kent Methodist church from 9 a.m. - noon. Fincher also invited the public to the Bicycle Rodeo that will be held on May 20t" at the Kent YMCA. Mayor Ralph announced the Fishing Derby that will be held on May 201" C. Public Safety Report Chief Padilla presented the Public Safety Report by introducing Police Officer Christina Allen and provided a brief background. Mayor Ralph performed the swearing-in. Chief Padilla presented a Life Saving Award to Corrections Officer Michael Anderson and Nurse Katie Dean. Chief Padilla recognized officers Sean Goforth, Beau Mattheis and Jace Sloan for receiving the Washington State Medal of Honor. Next, Chief Padilla provided an update on the Flock Safety Cameras and the current status of the project. Chief Padilla talked about the Downtown Outreach Emphasis that is starting back up now that the department is fully staffed. Details were provided on the upcoming Gun Buyback Event on June 3rd from 10 a.m. - 2 p.m. at the East Hill Police and Fire training Center. Chief Padilla talked about the recent illegal street racing event and what the department is recommending for the business community. Chief Padilla expressed appreciation for the community support for National Police Week. REPORTS FROM COUNCIL AND STAFF A. Mayor Ralph's Report Mayor Ralph recognized Mayor Molinaro, the current president of Sound Cities Association. Mayor Ralph talked about the Blake decision and the action the legislature took. Mayor Ralph recently met with downtown business owners and heard frustration with finding drug paraphernalia around their businesses. Mayor Ralph talked about the upcoming grand opening of Kherson Park and the recent visit from 20 elementary students from Kent elementary to test the augmented reality at the park. Astronaut Dottie was also in attendance. B. Chief Administrative Officer's Report Chief Administrative Officer, Pat Fitzpatrick announced the City is in the process of finalizing the boundary review board application for the Bridges community that involves both Kent and Auburn. Fitzpatrick advised his written report is in today's agenda packet and there is no executive session tonight. C. Councilmembers' Reports Council President Boyce serves as the chair of the Operations and Public Safety Committee and provided an overview of the agenda items from today's meeting. Boyce serves as the chair of the City Council Workshop and provided an overview of the Comprehensive Plan presentation from today's meeting. Boyce serves as the chair of the Sound Cities Association Public Issues Committee that recently discussed the impacts of the Blake decision. Councilmember Michaud serves as the chair of the Parks and Human Services committee and provided an overview of the agenda items from the May 41" meeting. Councilmember Kaur serves on Puget sound Clean Air Advisory Council that recently received a presentation on greenhouse gas emissions. Page 3 of 8 Kent City Council City Council Regular Meeting May 16, 2023 Minutes Kent, Washington Councilmember Troutner serves as the chair of the Economic and Community Development Committee and provided a recap of the agenda items from May 8tn meeting. Troutner serves on the Puget Sound Regional Fire Authority Governance Board and provided a recap of the recent Teddy Bear Clinic. Councilmember Fincher serves as the chair of the Public Works Committee and provided a recap of the agenda items from the May 151" meeting. Fincher serves on the Kent Arts Commission and invited the public to the June 2nd summer art exhibit from 6:30 - 8 p.m. that will be held in the City's Centennial Building. Fincher serves as the chair of the King Conservation District that recently discussed how King Conservation District funds are utilized. 6. PUBLIC HEARING A. Public Hearing on the 2024-2029 Transportation Improvement Program Resolution - Adopt Mayor provided an overview of the public hearing process. Mayor Ralph opened the public hearing on the 2024-2029 Six Year Transportation Improvement Program. City Transportation Planner, David Paine presented the staff report by reviewing the schedule that included outreach and involvement and the projects included in the plan. Paine highlighted two safety-related projects that were added, three multimodal connection projects, three sidewalk and safe routes to schools improvements and three capacity related improvements. Public Works Director, Chad Bieren indicated Public Works and the Parks Department are analyzing pedestrian improvements for parks along 132nd, including the North East Hill Community Park. There were no public comments. There were no written comments submitted. There was no further discussion or debate. Boyce moved to close the public hearing, seconded by Troutner. RESULT: MOTION PASSES [UNANIMOUS] MOVER: Brenda Fincher, Councilmember SECONDER: Satwinder Kaur, Councilmember AYES: Boyce, Fincher, Kaur, Larimer, Troutner, Michaud B. Public Hearing on the Ordinances Amending KCC 13.01 and 14.01 — Building Codes - Adopt Mayor Ralph opened the public hearing. Division Fire Chief/Fire Marshall, Jon Napier provided the presentation on the 2021 Building Code adoption. Napier provided information on when businesses will be required to make changes to their lock box. Building Official, Steve Wilson provided the staff presentation. There were no public comments. There were no written comments received. There was no further discussion or debate. Boyce moved to close the public hearing, seconded by Troutner. The motion passed unanimously 6-0. MOTION: I move to adopt Ordinance Nos. 4462 and 4463 amending various sections of Chapters 13.01 and 14.01 of the Kent City Code to adopt the 2021 editions of the International Building, Residential, Existing Building, Mechanical, Energy, Property Maintenance and Fire Codes, and the Uniform Plumbing Code, together with the City's local amendments to those codes as depicted in these ordinances, and to make other housekeeping amendments. The City of Enumclaw Mayor and current SCA president, Jan Molinaro invited the public to the King County Fair in Enumclaw during July and expressed appreciation for Kent being one of 38 city partners on the Association of Washington Cities Sound Cities Association. Molinaro indicated Kent is very-well represented on those committees. 8. Payment of Bills - Approve MOTION: I move to approve the payment of bills received through 4/30/23 and paid on 4/30/23 and approve the checks issued for payroll 4/16/23 - 4/30/23 and paid on 5/5/23, all audited by the Operations and Public Safety Committee on May 2, 2023. C. Budget Adjustment Authorizing One Full Time Employee - Approve MOTION: I move to approve the increase in authorized budgeted FTE's by one full-time position in the Administration Department that would be funded by the American Rescue Plan Act grant. D. Accessory Dwelling Unit Ordinance - Adopt MOTION: I move to adopt Ordinance No. 4464, amending the City's accessory dwelling unit regulations and related code provisions, as proposed by staff. E. F. ARPA - Grant Agreement with Green River College Small Business Center - Authorize MOTION: I move to authorize the Mayor to sign a grant agreement with Green River College Small Business Center, providing up to $225,000 in American Rescue Plan Act funds, to support and expand services provided to small businesses, subject to final contract terms and conditions acceptable to the Mayor and City Attorney. G. Agreement for the Kent Senior Activity Center Lunch Program Caterer - Authorize MOTION: I move to authorize the Mayor to sign the Food Service Agreement with Aladdin Food Management, for the Kent Senior Activity Center Lunch Program, in an amount not to exceed $200,000, subject to final terms and conditions acceptable to the Parks Director and City Attorney H. Agreement with EarthCorps for Mill Creek Canyon Trail Repair - Authorize MOTION: I move to authorize the Mayor to sign the Park Trail Restoration Services Agreement with EarthCorps, in the amount of $121,198.08, subject to final terms and conditions acceptable to the Parks Director and City Attorney. I. City Council Bylaws, Rules, and Procedures - Resolution - Adopt MOTION: I move to adopt Resolution No. 2061 which enacts new bylaws, rules, and procedures of the Kent City Council and repeals Resolution No. 2025.
