Grant Agreement with Department of Commerce for the City's Periodic Update to its Comprehensive Plan - Authorize Long Range Planning Manager, Kristen Holdsworth, presented information regarding a grant from the Department of Commerce. MOTION: I move to authorize the Mayor to accept the Department of Commerce's grant in the amount of $325,000, amend the budget and authorize expenditure of the grant funds, and authorize the Mayor to sign the grant agreement and all necessary documents, subject to the final terms and conditions acceptable to the City Attorney and Economic and Community Development Director. Ordinance - Annual Housekeeping Amendments to Zoning Code and Development Regulations - Adopt Economic and Community Development Senior Planner, Kaelene Nobis presented the annual housekeeping amendments to the Kent City Code. "Housekeeping" includes cleaning up the code, yearly or bi-yearly amendments to minor code issues that can be easily fixed or are necessary to comply with new state laws, clarify intent, or rectify identified code issues, and updates that are administrative in nature. MOTION: I move to adopt Ordinance No. 4456, amending various provisions within the Kent City Code to correct errors and provide clarity in the City's zoning code and development regulations. Resolution Establishing Fee Rates for 2023 - Adopt Economic and Community Development Deputy Director, Matt Gilbert presented information regarding a resolution to establish fee rates for 2023. MOTION: I move to repeal Resolution No. 2022 and adopt Resolution No. 2052, implementing new fees to be effective January 01, 2023. INFO ONLY: Consideration of Remote Meeting Attendance for Board and Commission Members Chief Administrative Officer, Pat Fitzpatrick initiated a discussion on the topic of considering remote meeting attendance for board and commission members. IT Director, Mike Carrington spoke on "Connected Conference Rooms Initiative" to support the City's hybrid remote work policy. IT will be working with Communications Manager, Patti Belle, to meet the more demanding needs of preparing the Council Chambers for updated remote meeting technology. Fitzpatrick advised that current Ordinance doesn't allow for remote attendance. If desired, Law would need to draft an ordinance to address the temporary need of remote attendance. H. INFO ONLY: Amendment to Contract with Rimini Street Deputy Director of IT, Tara Duckworth presented information regarding an amendment to an existing contract with Rimini Street. I. Amendment #4 to Consultant Services Agreement with Robert Half International, Inc., for IT Temporary Staff — Authorize IT Project Management Office Manager, Brian Rambonga provided information regarding the fourth amendment to the Consultant Services Agreement with Robert Half International, Inc. MOTION: I move to authorize the Mayor to sign Amendment No. 4 to the Consultant Services Agreement with Robert Half International, Inc., in an amount not to exceed the previously established budget of $740,000.00, through December 31, 2023, subject to final terms and conditions acceptable to the IT Director and City Attorney. Reviewed General Fund Revenues and Expenses and provided additional details on the Criminal Justice, Human Services, Sewer Utility, Solid Waste Utility and Insurance funds. K. INFO ONLY: Third Quarter 2022 Investment Report Cash and Investment Officer, Joe Bartlemay presented the Third Quarter 2022 Investment Report. Reviewed Cash and Investments by type, quarterly interest earnings, cash and investments by fund, and the PFM Asset Management portfolio. Bartlemay closed by confirming the City is within the required sector allocations. 5. Adjournment 5:27 p.m. Council President Boyce adjourned the meeting.
