Item 1 - CALL TO ORDER
Council President Dana Ralph called the meeting to order at 4:33 p.m.
Item 2 - COMMITTEE MEMBERS PRESENT:
Council President Dana Ralph and Councilmember Dennis Higgins. Councilmember
Jim Berrios and Councilmember Les Thomas were absent.
Item 3 - Changes to the Agenda:
None
Item 4 — Approval of meeting minutes dated June 10, 2014
Councilmember Higgins MOVED to approve the minutes of June 10, 2014.
The motion was SECONDED by Council President Ralph and PASSED 2-0.
Item 5 — School Resource Officer Agreement for Kent School District -
Recommend
Chief Ken Thomas presented information regarding the Agreement between the
Kent School District and the Kent Police Department for two school resource officers
to be present at Kent Meridian and Kentridge high schools in addition to the middle
schools that feed into the high schools. The Kent School District reimburses the
city for 60% of the salaries of both officers.
Councilmember Higgins MOVED to recommend Council authorize the Mayor
to sign the School Resource Officer Agreement between the Kent Police
Department and the Kent School District for the 2014-2015 school year,
with final terms and conditions acceptable to the Police Chief and City
Attorney and PASSED 2-0.
Item 6 — Substance Abuse and Mental Health Services Administration
Grant Award - Recommend
Chief Ken Thomas presented information regarding the Substance Abuse and
Mental Health Services Administration grant in the amount of $48,258 per year for
four years. This is the third year of the four-year grant period. The funds must be
used to prevent and reduce alcohol use among youth in the community.
Councilmember Higgins MOVED to recommend Council accept the
Substance Abuse and Mental Health Services Administration grant in an
annual amount of $48,258, amend the budget, authorize expenditure of
the funds in accordance with the grant's terms, and authorize the Mayor to
sign all necessary grant documents with final terms and conditions
acceptable to the Police Chief and City Attorney and PASSED 2-0.

Item 7 - Police Chief's Update
Chief Ken Thomas presented the following information regarding the police
department:
National Night Out
Chief Ken Thomas reminded everyone that National Night Out is Tuesday, August
5th and that additional information is available on the city's website, or by
contacting Community Education Specialist, Stacy Judd,
Community Education Specialist - John Pagel
Chief Ken Thomas informed everyone that former police officer John Pagel has been
hired as the new Community Education Specialist and will be working with Stacey
Judd under the direction of Mike OReilly.
Community Meeting at Faith Baptist Church
Chief Ken Thomas indicated that the police department will be holding an open
house at the Faith Baptist Church located at 25636 140th Avenue S.E., Kent,
regarding a level 3 sex offender that has moved into the area. Letters are being
sent (the Chief provided a copy of the letter being sent). Additional information is
available at www.kentwa.aov/police or citizens can contact Detective Lamp,
Cornucopia
Chief Thomas indicated that the police department will be policing Cornucopia Days
in an effort to keep the public safe.
The meeting was adjourned at 4:44 p.m. by Council President Ralph.
