Public Recognition i. Proclamation Congratulating the Church of Christ on their 109th Anniversary Mayor Ralph presented the Proclamation Congratulating the Church of Christ on their 109th Anniversary and Brother Chris Valdez, Brother Felimaur Flauta and Brother Beejay Tadeja expressed appreciation of the Proclamation. H. Appointment to the Kent Special Events Public Facilities District Board Mayor requested the Council appoint Kristie Duggan to the Kent Special Events Public Facilities District Board. Appointments to the Kent Human Services Commission Mayor Ralph requested the Council confirm her appointments of Sarah Veele, Dee Klem and Emy Harou to the Kent Human Services Commission. B. Community Events Council President Boyce announced upcoming events at the accesso ShoWare Center. Visit accessoshowarecenter.com for ticket details. Councilmember Fincher announced upcoming concerts and performances and also advised of the upcoming mini-recycling event on August 26t" from 1-4 p.m. at Hogan Park. Mayor Ralph announced the August 28t" Cruisin' Kent Car Show at the Kent Station from 11 - 2 p.m. C. Public Safety Report Chief Padilla provided background information on the new officers Nona Steffes, Hadley Bezon, Kaitlin Powers, Amara Kandeh, Jia Wong, Dewa Rana, Aaron Rankin and Victoria Johnson. Mayor Ralph performed the official swearing ins. Council President Boyce commended Chief Padilla and his recruiting team on increasing diversity in the Police Department. Chief Padilla recognized the promotions of Sergeant Mike Armstrong to Commander and Corrections Officer Brandon Li, to Corrections Sergeant. Chief Padilla recognized the promotions Matt Stansfield from Assistant Chief to Deputy Chief and Commander Andy Grove to Assistant Chief. Chief Padilla talked about the new drug possession law that is effective starting today. Chief Padilla invited the public to register for the Community Police Academy that will be held September 26th - December 5, 2023. Visit KentPD.org for registration information. Finally, Chief Padilla invited the public to attend the Hops and Cops event on August 17t" from 6-8 p.m. at the Ram located in the Kent Station. 5. REPORTS FROM MAYOR, COUNCIL AND STAFF A. Mayor Ralph's Report Mayor Ralph provided details on the recent visit from exchange students from the City of Kent sister City Tamba, Japan. ........................................................................................................................................................................................................................................................................................................................................................................................................................................................................................................... Page 2 of 7 Kent City Council City Council Regular Meeting August 15, 2023 Minutes Kent, Washington Mayor Ralph announced that the City is hosting visitors from the City of Kent sister City Yangzhou, China. B. Chief Administrative Officer's Report Chief Administrative Officer, Pat Fitzpatrick advised staff is working on the Mid-Biennium Budget Adjustments. Fitzpatrick announced there is an Executive Session tonight relating to pending litigation that is expected to last for 25 minutes and there will not be action following the session. C. Councilmembers' Reports Council President Boyce serves as the chair of the Operations portion of the Committee of the Whole and provided a recap of today's agenda items. Boyce serves as the chair of the City Council workshop and provided recaps of the two presentations from today's meeting. Councilmember Michaud serves on the Regional Law, Safety and Justice Committee that recently received an additional legislative update. The Committee heard information on the need for additional basic law enforcement training classes. Michaud serves as the Council liaison on the Kent Human Services Commission that is working through the grant process to allocate additional ARPA funds. Councilmember Troutner serves as the Chair for the Economic and Community Development Department and advised staff is working on a Comprehensive Plan amendment that includes community engagement. Troutner serves on the Regional Transit Committee that recently visited the electric vehicle charging facility. Troutner serves as the co-chair on the WRIA 9 Ecosystem Forum that recently toured the Chinook Mitigation Project. Councilmember Thomas serves on the Puget Sound Regional Fire Authority Governing Board that will meet on August 16t" at 5:30 p.m. Councilmember Fincher serves as the Council Liaison on the Kent Arts Commission and advised the Commission received the final images of murals for downtown Kent. Fincher serves on the Mental Illness and Drug Dependency Advisory Council that is in the process of discussing Social (In)Justice and mental Health. ........................................................................................................................................................................................................................................................................................................................................................................................................................................................................................................... Page 3 of 7 Kent City Council City Council Regular Meeting August 15, 2023 Minutes Kent, Washington Fincher serves on the King Conservation District Advisory Committee that is in the process of reviewing the Draft Strategic Plan. The Committee also received a report on the Artificial Lighting Project - a pilot project to reduce the impact of artificial light at night on juvenile salmon in Lake Sammamish. Fincher serves as the subject matter chair for the Public Works Department and provided a recap of the Water System update received during today's workshop. 6. PUBLIC HEARING None. 7. PUBLIC COMMENT Alice Campbell, a Kent resident at the Tri-Court Shag Apartments , provided public comment regarding conditions at the Kent Shag residence. Kathleen Barker, a Kent resident at the Tri-Court Shag Apartments , provided public comment regarding safety and health concerns regarding the Kent Shag residence. Anne Pence, a Kent resident at the Tri-Court Shag Apartments , provided public comment regarding unhealthy conditions and safety concerns at the Kent Shag Tri-Court residence. Executive Director of the Tenants Union, Violet Lavatai provided public comment regarding the issues at Tri-Court Shag Apartments and advised the Tenants Union is organizing to support the tenants for better living conditions. Pamela Roth, a Kent resident, provided public comment regarding the FD Cares and police program and the assistance they have provided. Roth requested more senior housing. Mark Oberlatz, a Kent resident at the Tri-Court Shag Apartments, provided comment regarding the unhealthy and unsafe living conditions at the Kent Shag apartments. Michael Diamond, a West Hill resident spoke regarding areas around Hwy 99 and the proposed King County Housing for the homeless. Diamond expressed safety concerns. Alika Khun, a Kent resident, provided public comment regarding the safety concerns in the area of the proposed King County Housing for the homeless around 252nd and Pacific Highway South. Mike Fitzsimmons, a Kent resident, provided public comment about the noise caused by Pickleball players at the Meridian Valley Country Club. Cassandra Lee, a Kent resident, provided public comment about a known drug house located in the area of S. 200t" & 108t" Ave S.E. and requested help on how to shut the drug house down. Darryl Jones, a Kent resident, provided public comment regarding the lack of customer service by the City's Public Works and Human Services Departments. Mayor Ralph admitted the written public comment received from residents of the Tri-Court Shag Apartments (Dated 8/9/23). S. CONSENT CALENDAR I move to approve consent items A - G. C. Appointments to the Kent Human Services Commission - Confirm MOTION: I move to confirm the Mayor's appointments of Sarah Veele, Dee Klem and Emy Haruo to four-year terms on the Kent Human Services Commission for the period of August 16, 2023 through August 15, 2027. E. T-Mobile - West Fenwick Park Cell Tower Lease Renewal - Authorize MOTION: I move to authorize the Mayor to sign the Reinstatement and Addendum Two to the Lease Agreement with Sprint Spectrum Realty Company, LLC for a cell tower located at West Fenwick Park, that extends the lease five years with three additional five-year extension options, and ratify all acts consistent with this motion, subject to final terms and conditions acceptable to the City Attorney and Parks Director. F. Accept the South 228th Street Union Pacific Railroad Grade Separation Bridge and Roadway Phase 5 Project as Complete - Authorize MOTION: I move to authorize the Mayor to accept the South 228th Street Union Pacific Railroad Grade Separation Bridge and Roadway Phase 5 Project as complete and release retainage to Scarsella Bros., Inc. upon receipt of standard releases from the State and the release of any liens. G. Excused Absence for Councilmember Larimer - Approve MOTION: I move to approve an excused absence for Councilmember Larimer for the City Council meeting of August 15th, 2023. 9. Current or Potential Litigation, as per RCW 42.30.110(1)(i) At 8:25 p.m. the Council went into executive session for 25 minutes. At 8:50 p.m., Chief Administrative Officer, Pat Fitzpatrick extended the Executive Session by an additional 15 minutes. Bill Boyce, Brenda Fincher, Satwinder Kaur, Marti Kent, WA 98032 Larimer, Zandria Michaud, Les Thomas, Toni Troutner This Letter is to advise you about some of the conditions that we are experiencing at the TRI- COURT SHAG APARTMENTS. im Safety Laundry Room:Doors are extremely HARD to open—especially for tenants using walkers, canes, etc. —needs hydraulic ram readjusted, only about 50% of the laundry rooms have functioning washers and dryers for about the last 6- months in the Green River and Meeker complexes. Safety Mold issues—throughout all of the complexes. Safety Waiting area(outside office)the Tenant benches have been removed, which is not only unsafe, but extremely inconvenient for Tenants who are waiting for rides to see when: Bus, Uber, Family arriving to pick them up/etc. —don't they realize that a lot of these Tenants are disabled and there is a reason that they are using: walkers, canes,powered.scooters, and whatever means to get around? Safety Maintenance responses to:Light bulb replacements—(none in hand—for months), CO2 battery replacement—(no response—for months), Carpet replacement—(in flooded units—4-months)/etc. very poor responses to Tenants needs even with proper maintenance request forms being submitted. Safety Drug dealing in complex's—unsure how to deal with that. Safety Homeless people getting into complex—no security cameras or security personnel. Safety Theft from outside apartment doors: Packages, Groceries, Ornaments/Etc. Why? No one in Complex Office for 6-mos—To express concerns, have packages delivered or picked up, fill out proper forms for food assistance/etc. Why? All(3) carts(per building) were missing for 2-3 months—used for—Hauling groceries, garbage, furniture/etc. (to move in or out)—Why was that? Why? Community Bathrooms are sometimes locked.During the time that the community room is open-why is that? Why? Tenants having to supply:Coffee, creamer, sugar, cups, /etc. for the Community Center Room—What next paper towels and toilet paper?
