For TDD relay service, call Washington Telecommunications Relay Services at 7-1-1. 2.1 • KENT W A S M I N G T O N DATE: September 19, 2023 TO: City Council Workshop SUBJECT: 2024 Comprehensive Plan Update SUMMARY: The City is required to update its Comprehensive Plan by the end of 2024. At the upcoming meeting Economic and Community Development ("ECD") staff will provide a summary of Phase I Community Engagement and EIS Scoping and will discuss next steps. BACKGROUND: A Comprehensive Plan envisions a city's future and describes its long-term vision for growth and accompanying infrastructure and services. Under the Washington State Growth Management Act, cities are required to plan for residential and employment growth over the next 20-years. Through 2044, Kent is expected to accommodate 10,200 housing units and 32,000 jobs. These growth targets were established through efforts and negotiations in previous years to update the King County Countywide Planning Policies. UPCOMING MEETING: At the upcoming Council Workshop, ECD staff will present on "Phase I: Project Launch and EIS Scoping" community engagement. Information will include an overview of outreach activities and provide a preliminary summary of what we learned. ECD staff will also ask for Council feedback on the following questions: 1. Did anything from our Phase I engagement summary findings surprise you? Is there anything you think there should be clarifying/follow up questions on? 2. On November 13 we will be meeting with LUPB and Council in a joint workshop to discuss future growth scenarios. Are there any areas for future jobs or housing growth you are particularly interested exploring? 3. Are there additional community groups/organizations you recommend we reach out to during Phase II and Phase III of engagement? Packet Pg. 3 2.1 BUDGET IMPACT: The Comprehensive Plan is part of ECD's workplan. Partial funding has been provided through a Washington State Department of Commerce grant.
