PRESENTATIONS 1 Drainage Update Jens Vincent 30 MIN. Sewer, Storm Drainage Manager, Jens Vincent presented the Storm Drainage Update for 2023. Drainage, vegetation and tree work is typically done during the winter months. Vincent reviewed accomplishments: Orme Pond located at 136th & 256th Mac Pond located at 267th & 112th Vincent conveyed how impressed he is with the team's efficiency and innovation. Drainage Vegetation Production numbers were reviewed and included: 374 Parcels mowed 17 tree ponds cleared 36 split rail repairs Completed storm projects include: 79t" Avenue Improvements: Installed 2 structures; 160 linear feet of culvert pipe under the road and driveways; and the Street Department raised the road 4" in total to remove the low area to help keep the water off the road City Council Workshop Workshop Regular September 5, 2023 Meeting Kent, Washington Minutes ......................................................................................................................................................................................................................................................................................................._............................................................................................................................................................................................................... and in the drainage system. The main goal was to extend the life of the street by improving the drainage in the area. Dean Street Channel Improvements - Installed 160' of PVC and 2 catch basins Yearly HPV work included: Earthworks Pond Titus Twin Culverts Senior Center Garrison Dam Upper Mill Creek Dam Diversion Garrison and 212t" Culvert Cleaning Woodford Avenue Drainage Improvement - Installed 180' of 12 ductile iron pipe; 2 new catch basins; and replaced 1 existing catch basin Vincent detailed staff responses to service requests and spill responses. NPDES Inspection Program - Vincent reviewed inspection numbers for the past year. 2 Storm Water Quality Update Laura Haren 30 MIN. Conservation Analyst, Laura Haren presented the Stormwater Management and the National Pollutant Discharge Elimination System ("NPDES")Permit update. Haren reviewed the Municipal NPDES Permit Programs and detailed the new requirements in the Draft 2023 NPDES Permit that include: Education and Outreach Public Involvement and Participation Stormwater Planning Drainage System Mapping and Documentation Stormwater Management for Existing Development PFAS Management Plan Tree Canopy Management Conservation Coordinator, Evan Swanson provided examples of inspections of best management practices and talked about the Illicit Discharge Detection and Elimination program updates. Operation and Maintenance includes the inspection and maintenance of stormwater facilities owned and operated by the City of Kent and inspection of stormwater facilities regulated by the City of Kent. Haren talked about the Stormwater Action Monitoring that includes in-house monitoring. Haren advised of the new requirement to map the tree canopy cover, including mapping drainage systems that share an outfall to determine if the system is managed by stormwater treatment or not. Stormwater Basin Prioritization maps were reviewed. Stormwater Management Action Plan Lower Mill Creek selected as Catchment Area of Focus Increased stormwater inspections Increase street sweeping Stormwater retrofit opportunities 2024 Draft Permit Requirements Increased planning requirements Identify additional priority catchment area or stormwater actions Address impacts of runoff from tire wear Proposed Tree Canopy program Adopt and implement tree canopy goals for water quality improvement in receiving waters. Haren talked about Stormwater Management for Existing Development and Code and Surface Water Design Manual Updates and the King County Routine Stream and River Monitoring program Report for Spring of 2023.
