MEMORANDUM OF AGREEMENT
By and Between The
CITY OF KENT
and
KENT POLICE OFFICERS ASSOCIATION
Representing the
POLICE SERGEANTS AND OFFICERS
Regarding Section 6.80 — Body Worn Cameras and In Car Videos
This Memorandum of Agreement ("MOA") is entered into by and between the City of
Kent ("City") and the Kent Police Officers Association representing the Police
Sergeants and Officers' bargaining unit ("KPOA") to memorialize an agreement
reached between the City and KPOA regarding the implementation of an in-car video
(ICV) pilot program in the Kent Police Department.
The Kent Police Department intends to evaluate feasibility of a ICV program. Prior to
full implementation of a ICV program, the City has determined it will be in the best
interests of the City and officers to initiate a pilot program to assess the cameras and
the program. The following provisions shall apply to the ICV pilot program:
• The Department will select several vehicles to install ICV's during the pilot
program.
• During the entirety of the ICV pilot program, the officers who participate in the
ICV pilot program will not be subject to discipline for failing to activate a ICV for
any reason. Additionally, during the pilot program, ICV footage captured will not
be used as evidence of officer misconduct or to support officer discipline.
The parties agree that this MOU shall not be precedent-setting.
By signing below, the parties agree that the above represents the parties' full and
entire agreement regarding these matters.
This MOU shall be deemed effective as of the last date of signature below.
