MEMORANDUM OF UNDERSTANDING
THIS MEMORANDUM OF UNDERSTANDING (hereinafter"MOU")is made and entered into by and
between the SOUTH CORRECTIONAL ENTITY("SCORE"), a governmental agency formed pursuant
to RCW 39.34.030(3) and THE CITY OF KENT CORRECTIONS FACILITY together, the "Parties" or
individually a "Party".
I. PURPOSE
Regarding Prison Rape Elimination Act (PREA) CFR 115.51 B Compliance:
The agency shall also provide, and the facility shall inform the detainees of, at least one way
for detainees to report sexual abuse to a public or private entity or office that is not part of
the agency, and that is able to receive and immediately forward detainee reports of sexual
abuse to agency officials, allowing the detainee to remoin anonymous upon request.
II. RESPONSIBILITIES AND ROLES
Both parties agree to receive reports from individuals who wish to report a PREA violation
regarding sexual assault, sexual harassment, retaliation, or a misconduct allegation and do
not wish to discuss the matter with personnel where they are currently incarcerated.
In the event of receiving a PREA allegation, both parties agree to promptly notify the
Command Staff of the Agency the allegation concerns.
Both parties understand that the reporting party can request anonymity which would be
honored, and not all information may have been provided by the reporting party.
The report shall include as much of the following information as possible:
1. Date and time of report
2. Date and time of the alleged incident
3.The Facility and specific location within the facility of alleged incident
4. Number of inmates involved (victim or perpetrator)
5. Any staff members or contract personnel alleged to be involved
Both parties agree to continue honoring this agreement from this date forward, until either
party deems it necessary to end the agreement.
