SUMMARY: The City has entered into an agreement with the state Department of Enterprise Services ("DES"), which allows the City to purchase through contracts the state publicly bids and enters into with various vendors. The state has, in turn, entered into an agreement with a national purchasing cooperative, the NASPO Cooperative Purchasing Organization, LLC, which is a non-profit subsidiary of the National Association of State Procurement Officials ("NASPO"). NASPO provides states, local governments, public educational entities, and other agencies with the purchasing power to leverage their spending through a single solicitation in order to obtain better value pricing and contract terms than the agencies could obtain on their own. Purchases made through cooperative purchasing agreements are exempt from competitive bidding requirements pursuant to KCC 3.70.110.F. One contract NASPO has entered into, and in which DES has elected to participate, is a contract with Carahsoft. This contract is currently in effect through September 16, 2026. Should the City purchase from Carahsoft or one of its fulfillment partners under the purchasing cooperative's contract, the terms and conditions of that master contract will apply. A copy of the state's participating addendum and the master contract are attached. Carahsoft's authorized fulfillment partner, Saviynt, provides Identity and Access Management solutions. The cost for this software is estimated to be $34,223.70. In addition to the purchase of this software, IT staff seeks approval to purchase additional products through Carahsoft, so long as future purchases are within established budgets.
