II. PRESENTATIONS
1 East Hill Park North Master Plan Terry Jungman 30 MIN.
Parks Planning and Development Manager, Terry Jungman provided an
overview of the East Hill Park Master Plan.
Jungman acknowledged the work of Michael Espanen and Kerry O'Conner -
the primary Park Planning staff that assisted him with this project.
Reviewed guiding principles
Preserve, protect and enhance the natural character
Expand trail access to provide immersive ecological experiences and
moments of connection
Understand and maintain connection to the varied and historic uses of the
land
Leverage the unique ecology of the place for learning and experiential
education
Provide safe, welcoming, and equitable access to park amenities
Create safe connections between nearby neighborhoods and amenities
Provide restrooms and shelter to support he park as a destination serving the
East Hill North and greater Kent community
Establish the framework for a great park now and plan for future
opportunities
Support multigenerational use of the park by providing playful experiences
Manage stormwater and other development effects with the low impact
design strategies

Jungman highlighted the engagement events
The proposed park program that drove the conceptual design included:

Shelters and/or tables
Parking
Seating
Nature-based experiences
Meadow
Forest
Views
Invasive plant removal & restoration to support native meadow, forest and
wetland habitats
New and improved entry points
Jungman conveyed what staff heard during engagement events:
This is a natural place and it should stay that way. Focus the park
improvements on trails, viewing, and other less active programs , such as
seating and smaller gathering places. Use natural colors and materials for
site furnishings/structures, and elements that allow for connection with
nature.
Create site specific, nature based play with a mix of designed play structures
and informal play spaces and materials such as logs, boulders, and planting.
Provide a variety of trail types that are sensitive to the nature of the site,
from highly accessible paved trails at the center of the park to more nature
trail pathways at the periphery.
Provide better access to the park from the west. Explore a combination of
forest trails and wetland boardwalks to bring people safely to the site. Also,
plan for adjacent connections such as sidewalks and crossings along 132nd as
future or separately funded improvements.
Preserve existing shelter but design improvements to be compatible with its
location in the wetland buffer, such as more passive activities. Consider
improvements or expanded use in future phases.
Provide restrooms, parking, shelters and other basic facilities to support a
range of gatherings and events typically seen at a community park.
