This document is not intended, a id should not be construed,to create any right or benefit,substantive or procedural,enforceable at law or otherwi se by any third party against the parties,the United States,or the officers,employees,agents,or other associated rsonnel thereof. The FBI's CAST program and expectations of-its members The CAST program was created in 2010 to address the need to analyze cellular call detail records in su port of investigations both at the federal and state level: This support includes the acquisition and analysis of geo location information during an investigation as well as providing expert testimony for court proceedings. CAST members attend approximately 350 hours of training during an 18 to 24 month period before being"cei tifle&' as a CAST member. The FBI spends hundreds of thousands of dollars to pay for this certification and requires an annual b get of $4 million to operate. The cost is associated with licenses for analytical tools,formal instruction,as wc 11 as individual equipment,such as laptops. In return,the FBI's CAST program expects its members to operate as a team and contribute to the pro am. In FY 2021,the CAST program received 1,546 requests from its intake form and processed 18,592 geolo ation files with our primary analytical tool The majority of these requests are from local and state law enfor ement agencies.CAST members provided expert testimony in hundreds of criminal trials throughout the coon The CAST Unit expects all its members,to include CAST TFO assets,to maintain their certification and good standing within the program, Adherence to the below program expectations will ensure this occurs. T1 te below specifications are likewise consistent with the requirements of Sedtion 4 of the CAST Policy Guide(P • Provide investigative support for the CAST program. • Utilize the CAST program tools to document work,including but not limited to: o The CAST server(ESPA). o Survey gear(GAR). o FBI Sentinel(to document casework). • Conduct at least 1 peer review per year. • Use CAST survey gear at least once a year to conduct a 4-hour drive test and analyze the results from the drive. • Testify in a-criminal trial or watch another CAST member testify annually. o Follow CAST program guidelines on testimony. • Communicate with the appropriate CAST field supervisor on a regular basis. • Attend annual recertification training. • Conduct analysis of at least 12 Call Detail Records(CDRs)annually. FOR OFFICIAL USE ONLY • Maintain active status and membership on an FBI Task Force. • Maintain availability to deploy to critical incidents. Pursuant to CAST PG Section 4.3, "TFOs who wish to be considered for CAST must have the concurrence of the agency heads of their respective agencies as well as FBI FO head(ADIC/SAC) approval. In additi n,a TFO's agency must commit to allowing the TFO to serve at least three years on an FBI task force after certification is complete." CAST training takes approximately 18 months and requires over 350 hour of training. The FBI CAST unit expends significant time and money certifying CAST TFO assets. Once aertified, TFO assets are required to maintain certification and good standing by adhering, at minimum,to the a ove described program expectations. If a TFO CAST asset leaves their department or the FBI task force,they will be removed from the CAST program and no longer considered CAST certified. The CAST unit reserves the right to discontinue any CAST TFO's certification in the program at any ime, as otherwise consistent with policy. Initial and continued status as a CAST asset is a privilege and not a 'ght or entitlement. The CAST program determines suitability for this assignment from the point of application forward. This determination is subject to continuous evaluation by the program, as otherwise consistent with policy. In order for any TFO to be considered for CAST certification or remain certified,the TFO CAST fief asset,the Field Office division head,the TFO's agency head and the CAST unit chief should acknowledge this 4ocument by signing. Failure to sign this document will jeopardize the ability of a TFO to obtain or maintain CAST field asset status as described above.
