5. Accessory Dwelling Unit Ordinance - Adopt
Kaelene Nobis, Senior Planner, gave a presentation on the Accessory
Dwelling Unit Ordinance changes that were being voted on during the
evening's hearing. The draft ADU ordinance for review amends Kent City
Code language that refers to water meter connections, impacts fees,
definitions, and a variety of development standards in KCC 15.08.350. At the

conclusion of the public hearing the LUPB held a vote and recommended the
ordinance, as presented, move forward to the City Council.
PUBLIC COMMENT
There were several speakers from the public that voiced their approval and
appreciation for the Ordinance update. The speakers identified as residents
and gave personal accounts of the difficulty in the permitting process and
encouraged further simplification. A few people asked for the city to offer
Pre-Approved plans for ADUs. Ms. Nobis commented that this is being
thought about and will be considered in the future.
One of the speakers voiced concern about increasing density in
neighborhoods without increasing services such as Police and Fire. Ms. Nobis
stated that the current process of updating the Comprehensive Plan will
address this.
A representative from Habitat for Humanity Seattle-King & Kittitas Counties,
provided support and encouragement for the ordinance.
MOTION: I move to adopt Ordinance No. 4464, amending the City's
accessory dwelling unit regulations and related code provisions, as
proposed by staff.
