BOARD MEMBERS PRESENT: Wendy Graves (remote), Maria Castro, Gordon Dona,
Connie Stolpp, Erik Jacobs (remote), Tim Irwin, Allison Hopstad, Jeff Culver, Brian Smith,
Prem Subedi.
BOARD MEMBERS ABSENT: Julie Dunn (excused).
CITY STAFF MEMBERS PRESENT: Erik Preston, Rob Brown, Chad Bieren.
Guests: Aaron Dent.
1. Call-to-Order - Graves
The meeting was called to order at 5:45 pm with Wendy Graves presiding.
2. Roll Call - Preston
10 members present, 1 member absent, but excused.
3. Changes to the Agenda - Graves
No Changes.
4. March 2023 Meeting - Minutes Approval - Graves
Tim moved to approve minutes, Erik J. seconded. 9-0 in favor. Motion passes, draft
minutes approved.
5. Introduce New Members — Preston
Erik Preston introduced the 2 new members, Prem and Gordon, to the group. All
members and staff present introduced themselves.
6. Elect Officers - Preston
Erik P. explained the process and asked for nominations for Chair. Connie nominated
Wendy, Wendy agrees to serve if confirmed. Erik J seconds the nomination, no other
nominations. Erik P called for a vote, 9-0 in favor, Wendy is Chair.
Erik P. asked for nominations for Vice-Chair. Connie nominated Maria who agreed to
serve if confirmed. Brian seconds the nomination, no other nominations. Erik P called for
a vote, 10-0 in favor, Maria is Vice-Chair.
7. By-Law Update — Preston
Erik P briefly reviewed the process to-date and major changes, asked for discussion, no
questions or discussion. Wendy asked for a motion.
• Tim moves to accept Bylaws as presented, Jeff seconds, no discussion.
• Vote 10-0 to approve. Motion passes, new Bylaws approved.
8. New Position Numbering - Preston
Renumbering because all positions numbers followed 2-year terms, even numbered
positions in even years, odd numbered positions in odd years. Renumbering for a 3-
year election cycle to follow 3-year terms.
9. Festival & Events Subcommittee Report — Graves

Wendy reminded everyone that the Bike Rodeo is coming up May 20, 10 am - 1 pm.
• Erik P has most of the items needed for purchase. Rob needs to get the items
to/from the event. Flyers are being distributed. Working of City advertisement. May
not have vests. Will have banner. KSD is advertising. Need volunteers.
• How to mount banner? Need to bring rope and duct tape.
• Sara Wood will be there with officers and stickers. Smaller helmets. REI will be
there. They will have a table and tent. Also coupons for discounted tune-ups.
• Allison will come to next meeting.
• Allison - some people do not feel comfortable around the police. Maria - PD ride
around with the kids.
• Gordon - PD used to run the rodeo. Maria - still using some of the things from the
old rodeo
• Wendy - This is also a PD outreach event.
• Prem - Only Kent or other communities? Wendy - only advertising in Kent but
anyone is welcome.
Bike Bus - Julie has been working on this. Trying to get a pilot project. Julie was working
on a grant from KC Health/Lisa Watson, grant didn't work out. Will try again next time.
10.113ike Facility Gaps Subcommittee Report - Jacobs
Erik J explains what the gap map is. Google maps and layers. KBAB has mapped gaps in
the bike network. Erik J will send a link to KBAB.
11.Monthly Rides and Promotion - Jacobs
• Tim created this month's ROTM. Erik J will send it tomorrow.
• Next month - get in touch with Erik J for details. Route, name, description.
• Allison will volunteer.
• Rides of the month go in a table and RideWithGPS.com. This is under Erik J's
name. Might be worth having a paid KBAB account. Add as a discussion item for the
next meeting.
• City get a copy and sometimes it goes in a newsletter. Erik J posts them on a
Facebook page.
• Are there any other committees or groups that can use the account?
12.Communications - Preston
• Most items for the bike rodeo have arrived. Connie is volunteered.
• Mayor will proclaim May as Bike Everywhere month. Wendy will attend to accept.
13.Notice of Upcoming Meetings - Preston
• Next meeting is May 22nd, a special meeting. As a special meeting, no changes to
the agenda are allowed at the beginning of the meeting.
• July meeting on July 31st will be entirely remote due to voting in the regular room.
14.Items for the Next Meeting - Graves
• RideWithGPS app for KBAB
• Rodeo after-action discussion
• Discuss how to get a presence on the City website.
• Allison - Erik J, please send login info again
15.Adiournment - Graves
Wendy Graves adjourned the meeting at 6:55 pm.
