The meeting was called to order at 3:02 p.m.

3. Approval of January 19, 2023 Minutes
Commission Chair, Allen-Carston motioned to approve the minutes from the January
19, 2023.
Commissioner Stolpp MOVED, and Commissioner Yu SECONDED the motion. Motion
PASSED 7-0.
4. Public Hearing — 2022 CAPER and 2023 Annual Action Plan
Commission Chair, Allen-Carston, opened the public hearing at 3:10pm.
Senior CDBG Planner, Brittany Gaines, reviewed the 2022 CAPER and 2023 Annual
Action Plan.
The Public Hearing was opened at 3:10 p.m. No public comment was received. The
Public Hearing was closed at 3:19 p.m.
Commissioner Allen-Carston MOVED to approve the 2022 CAPER and forward to the
City Council Parks and Human Services Committee. Commissioner Stolpp
SECONDED. Motion PASSED 7-0.

Commissioner Yu MOVED to approve the 2023 Annual Action Plan and forward to
the City Council Parks and Human Services Committee. Commissioner Henry
SECONDED. Motion PASSED 7-0.
S. Agency Update
Human Services Manager, Merina Hanson, reviewed a decision not to fund a 2023-
2024 program based on an embezzlement complaint filed with the Attorney General's
Office. Staff will return to commission with reallocation suggestions next month.
6. 2022 Year End Update - Presentation
Human Services Senior Planner, Lori Guilfoyle, presented on Human Services, 2022
in review. Staff continue work strengthening equitable grant making, addressing
ongoing challenges faced by organizations and our community, and advancing
strategic plan priorities.
7. Population Specific Research
CDBG Senior Planner, Brittany Gaines, provided a brief update on the planning
project. The group met to define structure, roles, and responsibility of the committee.
Kent will act as a liaison and support to the committee. The committee is developing
an investment plan based on priorities identified to present to commission.
8. Updates
Contracting: Staff are finishing up contracts for 2023-2024. Process is challenging
and will be under review for next cycle.
Severe Weather Shelter: Staff is monitoring the forecast and is partnering with King
County, Urban League, and Holy Spirit Church for potential activation.
Commissioners in the Community: Commissioner Allen Carston is working to identify
young people to join the Kent Black Action Committee (KBAC) traveling to Olympia
for Black legislation day.
9. Adjournment
Commission Chair, Allen-Carston, adjourned the meeting at 4:37 p.m.
