For the Lodging Tax Advisory Committee in particular, the funds controlled by the committee come from the State of Washington, which confers a set of rules along with the returned revenues. These relate primarily to the types of projects and events sponsored, the types of organizations which may be granted these monies, and specific reporting requirements to ensure compliance and so that their impact can be measured. With a new committee member participating in a grant funding cycle for the first time, Adam Long will provide a brief overview of these rules from the state and also the city-imposed bylaws which govern the committee's operations. SUMMARY: The March 2023 funding cycle is to support events occurring in 2023 and Early 2024. Lodging tax revenues returned from the state to the City which generated them are to be utilized to promote business and leisure travel. Special to Fiscal Year 2022, the Kent City Council approved the allocation of federal ARPA funds to restore city revenues lost due to pandemic related impacts. This funding capacity allowed us to sponsor events at funding levels comparable to pre- pandemic years, while city staff have monitored leisure and business travel recovery and the corresponding lodging tax revenue receipts. 2022 revenues are still below 2019 receipts but growth year over year since 2020 has been steady and 10 applications for assorted events and marketing efforts designed to attract visitors were submitted for the consideration of the committee. Successful applications and the award amounts will be sent for consideration to the Committee of the Whole in early June, and then on to the Kent City Council for final approval. Awardees will receive 50% of the awarded funds up front, with the remainder awarded at the project conclusion in either 2023 or 2024.
