BOARD MEMBERS PRESENT: Board Chair Melvin Roberts; Board Vice-Chair Karen
Chandler; Board Secretary Frank Boosman; board members Rich Davis, Aaron Dent,
Wendy Graves, Lynell Mooney, Andrew Sobczyk, Nick Swan, and Brandon Swanson.
STAFF MEMBERS PRESENT: Kelly Peterson, April Delchamps, and Dan Hansen.
ABSENT: John Otakie.
OTHERS: Jackie Klakken and Chris Ensor.
1. Call to Order
The meeting was called to order at 5:45 PM, with Board Chair Roberts presiding.
2. Roll Call
Board member John Otakie was absent.
3. Election of Secretary
Melvin Roberts opened the floor to nominations for the position of Secretary. Frank
Boosman suggested deferring this issue to the next Board meeting to give new
members time to get settled.
4. Bicycle Coordinator
Melvin Roberts made a motion to approve a discussion of his proposal to suggest to
the city that a paid position of bicycle coordinator be created. The Board discussed
this and requested input from city staff members in attendance. No second being
made, the motion was tabled for a future Board meeting.
S. Approval of Minutes
It was moved by Rich Davis and seconded by Brandon Swanson that the minutes of
the meeting dated February 26, 2018 be approved; the motion was carried
unanimously.
6. Bicycle Route Outreach Survey
Melvin Roberts raised the issue of a request to Cascade Bicycle Club for a bicycle
route outreach survey. After discussion, Melvin Roberts agreed to provide the Board
with a draft request along with proposed survey questions for review.

7. Discussion of West Hill Route
Jackie Klakken and Chris Ensor presented their ideas about safe cycling route up the
West Hill. A discussion of the SR-509 and Federal Way light rail extension projects
ensued. Kelly Peterson offered input on these issues and promised to provide
information on which specific areas are the responsibility of WSDOT vs the city of
Kent.
6. Adjournment
At 7:01 PM, Melvin Roberts declared the meeting adjourned.
