Gowe St. Kent, WA. The public was invited to attend. The discussion included the following items: Results are in italics. Action items are in Red italics. 1. Call to Order. Meeting started 5:45 PM. Next meeting is Monday April 24tn 2. Welcome Any Items to add to the agenda? None 3. Reconnaissance Any trails conditions to report? Regional Trails Connector to be done soon? No new status wasreported - project is believed to be waiting for signal hardware. No Action needed. UPRR overpass construction? None Detour is in place - members are using both the new marked W. Valley detour as well as the old 4th Ave - 76th Ave detour. No Action needed. Other conditions? 4. Discussion on Priority Items Meet Me on Meeker bike lane discussion, File ID: X-section-Road Diet-pdf. Challenge: How to get bike facility from W. Meeker i.e., Riverbend to Kent Transit Center? What should it be: Bike Lanes, Protected Bike Lane, Bike-way (cycletrack)? What route should it take: Meeker-2nd-Smith, Meeker-64t"-James, or ? Some of the points that were brought up in the discussion included: It was observed that nearly all the members were bold riders and wanted direct, fast routes to use for commuting. In other words, keep the bike lanes. In the bigger picture support for less adventurous riders and parents with kids need to have a Page 1 facility that is separated from vehicles. Dedicated protected bike lanes can fill many rider's needs. Discussed was a direct route using Meeker EB - 2"d NB - and Temperance to the Transit Station. Discussed was an alternate - Meeker EB to 641 NB - James EB - either 1st or RR to the Station. The alternative has a return trip problem getting NB from the Station and WB on James. James W of Central is missing Bike Lanes from Central to 4th Ave and from Interurban to Washington. The intersection of W Meeker and 64th AVE S is identified as a dangerous crossing for students of Kent Elementary School - Cross walks and trail configuration need to improve this condition. Depending on the volume of traffic on 64th Ave between Janes and Meeker this segment of road could be put on a road diet with one way protected bike lanes or a one side only two way cycle track. Of the two under-passes it seems like the James St one is easier to make a safe bike route than the Meeker St one because of the high volume of traffic from Lincoln turning on to Meeker just east of SR-167. The drivers using the diagonal parking on Meeker St from 41 to 2"d have a tough time seeing bike riders when the drivers are un-parking their vehicles. The full-length project from GRT to Transit Center should be built in contiguous, connected segments starting in one or two location and working toward the other. While I'm setting here thinking Kent should start with the hard part under SR-167. Step up to completing a very badly needed connection from Interurban to Washington. One suggestion was to encourage the city to do the Meeker project while keeping open a higher speed, connected route for commuters, while making a route for riders with moderate capability. Action needed: The member's main opinion was that Bike Lanes needed be a part of the solution for an improved Meeker St. Create a KBAB position letter regarding bicycle facilities on Meeker to transmit to the city. 5. Side Path on S132nd Ave SE Status Kent has been awarded a grant to partially fund this project - design is in work for an asphalt path (generally) behind the ditch, Asphalt will be used in areas where the path will be constructed in a temporary configuration/location. Asphalt was selected since it is a lower cost material, can be quickly placed/removed and this path is in a temporary configuration until the roadway is completed and the curb and gutter build. Is it satisfactory for an adult rider doing 5-8 mph - reasonable corner radii, width and lighting? Frank sent me a note regarding Meeker that says: My end goal is a robust network of protected bike lanes throughout Kent, but those are expensive and will take a long time. Page 2 6. Discussion on vehicles to "give 3 feet" of clearance when passing bicycles. This discussion postponed until next month. ST3 -West Hill Bike/walk route Lower Russell Rd Levee Project (Green River Framework) Consultant is MacLeod Reckord. Status update on UPRR Overpass project. Budget has some $ for Transportation Master Plan update, cycling input will be needed. 1. Develop a cross town route (currently a route up east hill). 2. Install lime-green reflective signs on the streets that cross the Interurban Trail. 3. Interurban to Green River Regional Trails Connector (Power line trail extension). 4. Two way multi-use trail (or Bike Lane) along S 228t" St. (Runs west from Interurban) 5. Build UPRR underpass on S259th St in South Kent for bike riding. 6. Work on supporting a Complete Streets ordinance for Kent. (where, when, how, who?) 7. Cross Town route(s) for people who ride or walk. 8. Hold a Green River Trail re-opening. 9. Create a "bike/pedestrian" 2015 plan (and a 2016 plan). 10. League of American Cyclists Assessment for bicycle friendly city Who, What, When, Where, How? 11. Bike route near Link Light Rail (Seatac to Federal Way). 12. Coordinating a request for permanent counters (for riders and walkers on the trails) 13. Street Map with bicycle facilities shown. 14. Development Assistance Brochures and how each impacts cycling. 15. Kent Web site - KBAB portion. 16. School Zone Photo enforced speed limit fines have brought in over 1 million dollars in the first 19 months of operation at 2 schools. KBAB could write a letter recommending a percent (say 10%) of this money go to ongoing bicycle improvement programs. 17. James St Bike Lane and sidewalk. PWC meeting on Monday Jun 6th: Included is completion of the missing link on the north side of West James Street between Russell Road and Lakeside Boulevard. 18. Transit Board approves final ST3 Plan for November Ballot 19. Complete Street ordinance needs to measure the amount of Walkers, Riders, Miles of Bike Lanes, Miles of trails, and ? 20. At the cross walk at SE256th St and the Soos Creek Trail a signal is needed to help stop the traffic. 21. Budget has some $ for Transportation Master Plan update, cycling input will be needed. 22. Build your advocacy toolbox at the Advocacy Leadership Institute Spring 2017 session in Seattle.
