This is to notify you that the Kent Bicycle Advisory Board will hold a public meeting on Monday,
August 29, 2016 at 5:45 PM in the North Conference Room of the Centennial Building 400 W. Gowe
St. Kent,WA. The public is invited to attend. The agenda will include the following items:
1. Call to Order.
2. Welcome and Introductions
3. Reconnaissance
Any trails conditions to report? RTC-Regional Trails Connector.
4. Meet Me on Meeker
Discussion on the improvements for Meeker St for Walking and Biking.
5. S228th St UPRR Overpass
Status update on project including the DETOUR.
6. Review and set priorities for items "From Behind The Handlebars". (File attached)
7. 2016 Washington State Bicycle and Pedestrian Counts--Sept 27-29
You can view past count data and locations at the bicycle pedestrian count portal: Checking to see if we
need additional counters. WSDOT registration site will go live for 2016 on August 30'h

The City must maintain and post both minutes and agendas of the Bicycle Advisory Board,
to comply with Public Records Act,RCW 42.56.
Watch List:
1. Develop a cross town route (currently a route up east hill).
2. Install lime-green reflective signs on the streets that cross the Interurban Trail.
3. Interurban to Green River Regional Trails Connector(Power line trail extension).
4. Two way multi-use trail (or Bike Lane) along S 228a' St. (Runs west from Interurban)
5. Build UPRR underpass on S259th St in South Kent for bike riding.
6. Work on supporting a Complete Streets ordinance for Kent. (where, when, how, who?)
7. Cross Town route(s) for people who ride or walk.
8. Hold a Green River Trail re-opening.
9. Create a"bike/pedestrian"2015 plan(and a 2016 plan).
10. League of American Cyclists Assessment for bicycle friendly city Who,What,When,Where,How?
11. Bike route near Link Light Rail (Seatac to Federal Way).
12. Coordinating a request for permanent counters (for riders and walkers on the trails)
13. Street Map with bicycle facilities shown.
14. Development Assistance Brochures and how each impacts cycling.
15. Kent Web site—KBAB portion.
16. School Zone Photo enforced speed limit fines have brought in over 1 million dollars
in the first 19 months of operation at 2 schools. KBAB could write a letter recommending
a percent(say 10%) of this money go to ongoing bicycle improvement programs.
17. James St Bike Lane and sidewalk. PWC meeting on Monday Jun 6th: Included is completion
of the missing link on the north side of West James Street between Russell Road and Lakeside
Boulevard.
18. Transit Board approves final ST3 Plan for November Ballot
19. Complete Street ordinance needs to measure the amount of Walkers, Riders, Miles of Bike
Lanes, Miles of trails, and ?
The following documents can impact walking and cycling: (Most are on the Kent Website) Six-Year
Transportation Improvement Program, Transportation Master Plan, Transportation Non-motorized
Study, Kent's Comprehensive Plan, Kent City Code, Downtown Strategic Action Plan, Envision
Midway(TOD)Plan, Parks and Open Space Plan, individual Project Plans. Watch for document review
periods. NOA-Notice of Applications found in Kent Reporter legal notices that cause street revisions
(and need cycling facilities).

We would like to see plans for these items created:
1. Identify and paint the thru bike lanes where they are missing on the left sides of right turn pockets,
2. Identify road segments for installing Sharrows.
3. Identify road segments to be re-configured using"Road Diet"techniques.
4. Identify road segments for installing"Green Bike" lanes,where cars cross Bike Lanes
5. Consider doing a bicycle video.

From behind the handlebars — To Do List August 29, 2016
People riding bicycles in Kent, WA would like:
1. Need safe/short detour for trail users during UPRR overpass construction
2. People friendly bicycle riding created by the "Meet Me on Meeker" effort. Bike Lanes
added to Meeker St from 4t" Ave S to Washington Ave.
3. Evidence of a commitment to bicycling via budget entries for cycling in 6 yr TIP.
4. Find a source for Funds for bicycle improvements (school zone traffic zone fines?)
5. ADA curb cuts done in a way that is not hazardous to people riding on sidewalks.
6. Friendly bicycle access to the YMCA for both bicycle-pedestrians and bicycle-vehicles.
7. Parks Plan for Morrell Meadows/Dog Park/YMCA area needs to be bicycle friendly
8. Create a bicycle Greenway along S244th St from Benson to 120t" Av SE. Connect by
bicycle only this green way to the YMCA. (don't put YMCA traffic on SE244th).
9. Fix cracks in pavement on Canyon Blvd Westbound at 941" Ave S (WSDOT?).
10. Green River Trail surface/width repaired and/or widened and/or replaced where the
trail goes under the bridges (Meeker St, S212th St., W. Valley).
11. Bike Lanes added to James St from Interurban Trail to Washington Ave.
12. Implement the designation of Gowe St as a bicycle route using Sharrows and Signs.
13. Refuge Islands need to be angled and sized for safe bicycle use and visibility of traffic
(Regional Trail Connector).
14. Find/Plan/Construct a bicycle route from valley floor (transit center?) up to top of east
hill preferably away from traffic.
15. Find/Plan/Construct a bicycle route from valley floor (transit center?) up to top of west
hill preferably away from traffic.
16. Find/Plan/Construct a bikeway along Military Rd (serves area east of 1-5 on west Hill).
17. Find/Plan/Construct a multi-purpose trail between 1-5 and SR-99 (serves transit users on
west Hill from SeaTac to Federal Way).
18. Follow up on 152nd Ave SE south of Kent-Kangley Rd as a cycling route with bike lanes.
Can the shoulders be widened to make it safer for cycling?
19. Consider adding SE278th St from 152nd Ave SE to 144thAveSE as a bicycle route—it's
wide enough to add bike lanes on the pavement.
20. Be sure that City plans for Safe Routes to School near Horizon ES includes bicycle-
vehicles.
21. Be sure that City plans for Safe Routes to School near Meridian ES includes bicycle-
vehicles. Consider changing diagonal parking to parallel parking in front on Meridian ES.
22. Add paved shoulders to SE 256t" St from 14151 Ave SE to Soos Creek (148t" Ave SE)
(overlay starting soon) (This is currently the worst piece of S256th St for cycling).
23. Covington/King co—Soos Creek Trail at SE 256t" St needs rapid flashing beacon.
24. NOA (Notice of Application) review process needs to be sure to look at bicycle and
pedestrian needs.
25. Find out what bicycle facilities/connections will be done by new housing by
Grandview/Veterans Trails.
26. Does Kent have any part of the Regional Trails network identified by PSRC.
27. Need to complete Bike Lanes from Railroad Ave along James St on the north side of Kent
Station.
28. How do we get from SE 256t" St just east of Benson to just west of McDonald's by
bicycle-vehicle?
29. How do we get from Jason at Smith (SR-516) to Valley Medical along east edge of the
valley floor?
30. Get rid of anti-racing speeds bumps. (72nd Ave S and 59t" PI S).
31. What roads should have Sharrows and Signs (Bike use full lane) added to emphasis bike
routes?
