EEO COMPLIANCE DOCUMENTS - 5 GE0ENGINEERS 1101 South Fawcett Avenue,Suite 200 Tacoma,Washington 98402 253.383.4940 EXHIBIT A SCOPE OF SERVICES GEOENGINEERS, INC. MILL CREEK BANK STABILIZATION KENT,WASHINGTON FILE NO. 0410-225-00 MARCH 27, 2023 INTRODUCTION AND PROJECT UNDERSTANDING We look forward to continuing our work with the City of Kent Public Works Department (City). The project consists of a portion of Mill Creek located adjacent to Kennebeck Avenue North, generally between East James Street to the north and East Smith Street to the south. Within this area, Mill Creek consists of an approximately 20-foot-wide channel with sloped banks. Based on review of readily available imagery along the project alignment, the banks appear to be sloping on the order of 2H:1V(horizontal to vertical) and are vegetated with grass and low-lying brush. We understand that material has accumulated within the creek and the area frequently floods. Based on conversations with the City,we understand that proposed improvements include removingthe accumulated sediment to facilitate more flow. SCOPE OF SERVICES The purpose of our services is to explore subsurface conditions as a basis for developing geotechnical recommendations for design and construction. Specifically, we will evaluate the impacts of deepening the bank on slope stability and provide recommendations for bank reinforcement to improve stability as needed. Our proposed scope for the geotechnical investigation and engineering services is presented below. 1. Review project information and available existing geotechnical information. 2. Perform a field reconnaissance with two GeoEngineers'staff to observe and document slope conditions at the project area. While on site, we will also plan and coordinate subsurface explorations during this visit, including marking for the public utility locate as required by Washington State law. Preliminary review of the site has revealed that there could be potential utility conflicts with the explorations. We have included a line item for a vacuum truck to safely clear the exploration locations in the event that minimum spacing between borings and utilities cannot be maintained. 3. Advance four mud rotary borings to approximately 40 feet below grade (about 160 total lineal feet of drilling) along the project alignment. The explorations will be completed by a driller and operator(s) under subcontract to GeoEngineers. Two GeoEngineers' staff will be on site during drilling. We will provide the City with a map of the proposed exploration locations prior to drilling. City of Kent March 27,2023 Page 2 4. Conduct geotechnical laboratory testing on selected soil samples. We anticipate laboratory testing will consist of particle-size gradation analyses and moisture content determinations. 5. Based on the review of existing geotechnical information and our geotechnical investigations, develop soil profiles and design soil input parameters for use in our engineering analyses. 6. Evaluate seismic design criteria based on the American Association of State Highway and Transportation Officials (AASHTO) guidelines, including site class. We will also provide our opinion on the risk of liquefaction, lateral spreading and surface fault rupture occurring at the site. We also will provide our opinion on whether the proposed improvements require a seismic evaluation based on AASHTO and Washington State Department of Transportation (WSDOT) design guidance. 7. Provide two slope stability analyses of the bank slope: (1) unimproved condition after deepening and (2) improved condition after deepening. These analyses will aid in determining the recommended level of bank stabilization and demonstrating global stability of the banks after stabilization. 8. Provide recommendations for stabilization of the banks. We anticipate that this could include providing recommendations for a vegetated faced reinforced slope, driven soil nails, or robust erosion control measures anchored within the banks. 9. Provide recommendations for site preparation and earthwork. We will discuss temporary erosion and sedimentation controls, subgrade preparation, fill placement and compaction requirements, and wet weather considerations. 10. Discuss construction challenges identified during our studies. We will specifically discuss challenges identified with regard to temporary slopes and excavation, excavation shoring, and temporary dewatering. 11. Prepare a geotechnical report that presents the analysis, results and recommendations developed to support the design for the project. 12. Provide additional coordination after our report is published via meetings and conference calls with the City as required and requested. We have budgeted up to 12 hours for Associate Engineer and 8 hours for Project Geotechnical Engineer for this task. The City will provide written notice to proceed (NTP), prior to any task being initiated by GeoEngineers. Subsurface explorations will depend on subcontractor availability and coordination with the City, including drill access in the roadway. With current subcontractor availability we expect explorations can be coordinated and completed within about 7 weeks after receiving NTP. Final geotechnical engineering analyses and reporting can be provided within 4 weeks after completing site explorations.
