CONTRACT NAME & PROJECT NUMBER:Washington Avenue South Stormwater Pump Station ORIGINAL AGREEMENT DATE: August 17, 2021 This Amendment is made between the City and the above-referenced Consultant or Vendor and amends the original Agreement and all prior Amendments. All other provisions of the original Agreement or prior Amendments not inconsistent with this Amendment shall remain in full force and effect. For valuable consideration and by mutual consent of the parties, Consultant or Vendor's work is modified as follows: 1. Section I of the Agreement, entitled "Description of Work," is hereby modified to add additional work or revise existing work as follows: In addition to work required under the original Agreement and any prior Amendments, the Consultant or Vendor shall: Provide additional services for the project. For a description, see the Consultant's Scope of Work which is attached as Exhibit A and incorporated by this reference. 2. Systems Interface proposes to prepare bid specification package documents and provide programming services for the Pump Controls, Telemetry, and SCADA portions of the project. Note that Systems Interface is a Washington State Licensed Consulting Engineer firm in both Electrical and Control System Engineering (#1135). All work products will be stamped and signed by a Professional Engineer. Assumptions: * The systems for this project will be of similar scope and complexity to other similar City of Kent stormwater pump station facilities. • Construction review, RFIs, change orders, etc.) are not included in this scope of work. " PLC, HMI, Radio and Programming modifications to the Master Telemetry Panel at the City headquarters would be completed separately and that work will be proposed as a subcontractor during the bidding phase of the work. Our proposed scope of supply for this project includes: • Prepare bid specification text and drawings for a new Stormwater Pump Station. The specifications will include Division 16 (partial) and Division 17 (complete). Significant equipment that will be specified include: o Pump Motor Controls, o Variable Frequency Drives, o Motor Contactors and Overload Protection, o Instrumentation, o Telemetry and Control Panel, o Intrusion Monitoring (via Limit Switches, PIR Motion Sensors, etc.), o Wetwell Level Detection (float based), o Check Valve Position Monitoring (via Limit Switches), o Programmable Logic Controllers (Siemens S7 series), o Radio Communication Interfaces. o Power Monitoring, o Interfaces to Generator and ATS systems, o Define SCADA Interfaces to Headquarters. • Prepare a Radio Communications Path Study to establish direction, height, style, and gain of the Stormwater Pump Station radio antenna. • Attendance at one design coordination meeting at City of Kent offices. • Prepare an Engineer's Estimate for the Pump Controls, Instrumentation, Telemetry, and SCADA portions of the project cost. We can break the above scope items into 2 phases: Phase 1: Prepare Division 17 bid specifications and drawings. Phase 2: Update Bid Specifications per March 2023 redesign. Those services including modifications that will need to be performed on the Master Telemetry Panel at the City headquarters in order to communicate with the new Stormwater Pump Station, provide status information to the operators and notify personnel on alarm conditions will be part of the proposed controls specification. We propose that we bill City of Kent on a Time and Material basis with a Not-To-Exceed Professional Services contract. Systems Interface will invoice only for actual time spent on the project and not exceed the maximum contract value, while guaranteeing to provide all agreed upon scope of work items. We would invoice on a monthly basis with detailed timecard and expense information attached. Delivery of updated bid design documents would be coordinated with the City and Jacobs Engineering.
