A. Approval of Minutes dated March 6, 2023
The minutes of the March 6, 2023 Public Works Committee meeting were
approved without changes
MOTION: Move to approve the Minutes dated March 6, 2023
B. Washington State Department of Commerce Mill Creek / 76th Avenue
South Flood Plain Stabilization, Habitat Enhancement Project
$980,000 Grant — Authorize
Susanne Smith, Design Engineer III, presented the grant received by the
City from the Washington State Department of Commerce for the Mill Creek /
76th Avenue South Flood Plan Stabilization, Habitat Enhancement project, in
the amount of $980,000.
Ms. Smith identified the location of the project and explained the grant will
be used for capital expenditures, including replacing insufficient culverts,
restoration of vegetation and creation of flood plain areas to reduce flood
risk.
MOTION: I move to accept grant funds in the amount of $980,000
from the Washington State Department of Commerce for the Mill
Creek / 761" Avenue South Flood Plain Stabilization, Habitat

Enhancement Project, amend the budget, authorize expenditure of
funds, authorize the Mayor to sign all necessary documents, subject
to final terms and conditions acceptable to the City Attorney and
Public Works Director, and to ratify all prior acts consistent with this
motion.

C. Washington State Department of Commerce Mill Creek / 76th Avenue
South Flood Plain Stabilization, Habitat Enhancement Project
$1,950,000 Grant - Authorize
Susanne Smith, Design Engineer III, discussed the $1,950,000 grant
received by the City from the Washington State Department of Commerce for
the Mill Creek / 76th Avenue South Flood Plain Stabilization, Habitat
Enhancement project. Ms. Smith stated the funds from this grant can be
used for land acquisition, design, and construction in the project area.
Ms. Smith identified the project location as well as some of what the project
involves, including replacing culverts, restoration of habitat and improving
floodplain areas to reduce flood risk.

from the Washington State Department of Commerce for the Mill
Creek / 761" Avenue South Flood Plain Stabilization, Habitat
Enhancement Project, amend the budget, authorize expenditure of
funds, authorize the Mayor to sign all necessary documents, subject
to final terms and conditions acceptable to the City Attorney and
Public Works Director, and to ratify all prior acts consistent with this
motion.

D. James Street Stormwater Improvements - King County Flood Control
District Sub-Regional Opportunity Fund acceptance - Authorize
Melissa Dahl, Environmental Engineer II, reviewed how the funds from The
King County Flood Control District Sub-Regional Opportunity Fund are
allocated. This year the city of Kent will receive $225,308.00 from this fund.
Ms. Dahl explained how these funds will be used on James Street to reduce
the duration of standing water with the addition of extra drainage facilities.
Construction for this project is anticipated to begin in summer 2023.
MOTION: I move to accept the King County Flood Control District
Sub-Regional Opportunity Fund Allocation, in the amount of
$225,308, for James Street stormwater improvements, amend the

E. INFO ONLY: Solid Waste Rate Charge
Tony Donati, Conservation Coordinator, provided a brief update regarding the
Solid Waste Rate Charge. Mr. Donati reminded the Committee of the rate
structure, explaining rates are allowed to adjust annually per the City's solid
waste contract. Residents and businesses will see a slight rate increase on
their garbage bills starting April 1, 2023. Mr. Donati stated these rates do
include garbage, recycling and yard waste.
Mr. Donati further explained the Recycle Processing Fee charged to each
customer is also adjusted yearly. Beginning April 1, 2023, this rate will be
decreased, for the second year in a row.
Mr. Donati also mentioned several upcoming community events, including
curbside cleanups and mini recycling events. Information for these can be
found on the City website.
F. INFO ONLY: 2024-2029 Transportation Improvement Program
Proposed Project Changes
David Paine, City Transportation Planner, updated the Committee on the
Transportation Improvement Program (TIP). The TIP is a six year plan,
updated annually per State Code.
Mr. Paine gave a summary of where the City is in the TIP update, and
discussed the process used to either add projects to the TIP or move them
from the 20 year Transportation Plan to the 6 year plan.
Mr. Paine shared a draft list of projects that are being recommended to add
to the TIP, as well as 3 projects that are recommended to be removed from
the TIP.
