HomeMy WebLinkAboutCity Council Committees - Bicycle Advisory Board - 02/27/2023 Kent Bicycle Advisory Board - SPECIAL Meeting February 27, 2023 Minutes Held In-Person Approved March 27, 2023 BOARD MEMBERS PRESENT: Wendy Graves, Maria Castro, Mel Roberts, Julie Dunn, Connie Stolpp (remote), Erik Jacobs, Daren Osborn, Brian Smith, Tim Irwin, Allison Hopstad (remote), Jeff Culver (remote). BOARD MEMBERS ABSENT: None. CITY STAFF MEMBERS PRESENT: Erik Preston, Rob Brown, David Paine Guests: Gordon Dona. 1. Call-to-Order - Graves The meeting was called to order at 5:48 pm with Wendy Graves presiding. 2. Roll Call - Preston All members present, 3 remote. 3. Changes to the Agenda - Graves No Changes. 4. January 2023 Meeting - Minutes Approval - Graves Erik J. moved to approve minutes, Mel seconded, all 11 voted in favor, 0 opposed. Motion passes, draft minutes approved. 5. By-Law Update - Preston Law department is understaffed and has had a lot of turnover, no progress, nothing to report. Erik will aim to have it ready for next meeting. 6. Festival and Events Subcommittee Report - Graves Not much to report. • Maria will send an email to Brian Smith, he will try to help out. • Erik J. distributed the flyer with a waiver. He posted in the FB group. Maria has contacted the police for participation/distribution. • Julie is taking flyers to businesses. She will be out in April. Need flyers by the next meeting. • Looking for a Bike store to give out discount coupons. Contact the store. 7. Bike Facility Gaps Subcommittee Report - Jacobs David gave TIP update before. A High priority is Canyon Dr from downtown to 94t", extending towards either 248th or 256th St. • Erik J. has a gap map. He reviewed potential projects and gaps in the map starting in the Midway area Light rail alignment, Military Rd, Reith Rd. Many other gaps were discussed including SE 256th St East of 132 Ave. He asked if there is enough momentum with recent flooding to get the 256th project elevated priority and added to the TIP? Erik P. can check. Any project would require a new bridge on 256, but could we make it a bike only bridge? Would we need to raise the road? • Erik J. - Would the Canyon project be a planning study or construction? • Erik P. - it depends on the scope and funding opportunity, likely do both. • What about a route from Canyon to Temperance St bridge? Page 1 of 3 • Question about Boeing site redevelopment on West Valley Highway - The developers are putting a shared use path along some parts of WVH. • Tim - would like a project on 132nd but agrees that Canyon should be a priority. • Mel - New development on NW corner of 248th/Benson. NW corner. Erik P. has required the developer to put in a raised separate bike lane. Erik P. may discuss with KBAB about design details. • Orillia Rd: South of 200th has no bike lane. Discussed Segali property. Will provide a trail on the west side of the river. • Erik J. made a motion to recommend routes along Canyon-Smith be added to the TIP, Tim seconded. All in favor, none opposed. S. Monthly Rides and Promotion - Jacobs • Eagle loop trail this month: give it to communication. Erik will send it asap. • Salmon loop (next month). • Any edits to the Eagle loop, send them to Erik Jacobs. 10.Communications - Preston • Vacancies. Mel and Daren are leaving. Daren relocating. 2 vacancies. Gordon (guest) is a candidate. Interviews in March. • Lisa Watson, King County has 3 $10K grants available soon for bicycling and safety education, not infrastructure. KBAB should to apply. Supplying bikes to youths with helmets, education, maintenance, and advocacy groups. Applications available soon. • Wendy - Discussed a separate event for maintenance, separate from the rodeo, not enough time in the bike rodeo for maintenance. • Jacobs: need help with maintenance at the rodeo. Tim and Brian will help. • Brian: want to give out tool kits or coupons at the maintenance event? • Wendy thinks there's likely no funding. • Mel - Importance of Equity and 1 mile spacing of routes that would serve everyone in all areas of the community. • Erik P. - The intent of the TMP was to create such a network with 1 mile spacing of LTS 1 routes. • Others seconded Mel's ideas for All Ages and Abilities (AAA) routes, LTS 1. • Gordon - who maintains the trails? • Rob - Kent Parks mainly. • David - regarding maintenance of trails etc. - Add a request to KentWork app or SCF. 9. 6-Year TIP Update (2023-2028) - Paine Recommended projects will be presented to PWC for comments on March 20. The next meeting after March 20 is also good to add projects. 11.Notice of Upcoming Meetings - Preston The next meeting is Monday, February 27th. 12.Items for the Next Meeting - Graves • Bike Bus webinar March - Julie or Maria will report to the board. • Bylaw Update • Wendy hopes to get the SRTS/KC Health grant. • David: Can any member attend the CTR meeting to talk about the rodeo? David will forward the information to the Chair. • Wendy (Chair) will attend the meeting held by Mayor about the rodeo. • Erik J. - Is there any draft TIP update of the projects? Which projects go up or down? • David - the Land-Use and Planning committee will decide. Page 2 of 3 13.Adiournment - Graves Wendy Graves adjourned the meeting at 6:54 pm.
