Briefing on the Kent Transportation Improvement Program (TIP) David Paine, Public Works Transportation Planner, gave a briefing on the Transportation Improvement Program (TIP). The TIP represents the City's proposed transportation improvement work program for the next six years. Updated annually as required by State code, the six-year plan for each city includes projects and programs of regional significance for inclusion in the TIP and Statewide Transportation Improvement Program (STIP). Including projects in the TIP allows the City to coordinate with other agencies, seek input from the public, search for funding partners, and apply for grants. Most State and Federal agencies require that projects being submitted for grants be included in the City's adopted TIP. Staff noted completed projects proposed to be removed from the TIP, provided context and considerations for this year's update, including grants. Staff also demonstrated the City's TIP StoryMap used for public engagement and z feedback. g w Kristen Holdsworth, Long Range Planning Manager for Economic and U) Community Development, asked the Board Members if, in the future, they w would prefer to receive this annual presentation after the projects have been p chosen versus prior. Land Use and Construction Permitting Matt Gilbert, Deputy Director of Economic and Community Development, o gave a briefing about the Land Use and Construction Permitting process. N Nate Schildmeyere, Current Planning Manager and Barbara Napier, Permit Center Manager, also attended to answer questions. A major function of the City's Economic and Community Development department is to review and - approve applications for private development of land and buildings. This work is done through the permitting process and addresses a wide range of ; proposals from major new industrial buildings, to new subdivisions to minor work on homes. c Development is subject to a growing diversity of regulations pertaining to a people's health and safety, environmental protection, impacts to public utilities and services as well as the community's vision for growth. a While many regulations are mandated by the State of Washington, local rules are one tool that policy makers can use to shape the future of the City. The scope, implementation and limitations of development regulations are important for policymakers to consider, especially during development of the City's next Comprehensive Plan. Board Members discussed a chart related to Kent's population growth, noting that annexations have contributed to significant jumps in population. LUPB also discussed the number of permits processed each year and how staff handles the volume. 7. Page 3 of 3 Packet Pg. 5 LAND USE AND PLANNING BOARD 4^4� 220 Fourth Avenue South Kent, WA 98032 KENT WASHINGTON DATE: March 27, 2023 TO: Land Use and Planning Board FROM: Economic and Community Development SUBJECT: Accessory Dwelling Unit Ordinance Update SUMMARY: Long Range Planning staff will provide an update on our work to reduce barriers to constructing accessory dwelling units (ADUs). The purpose of this presentation is for City staff to update the LUPB on actions taken to date including initial public outreach results and to receive feedback on code amendment direction in light of legislative updates. BACKGROUND: On June 1, 2021, City Council adopted the Kent Housing Options Plan (KHOP), which included data, engagement, strategies, and policies to address housing needs in Kent. Accessory Dwelling Units (ADUs) were included in KHOP as one housing option to help meet the needs of current and future residents. An ADU is a second (accessory) dwelling unit on the same lot as a detached single- family residence that provides basic living, sleeping, eating, cooking, and sanitation requirements. It can be attached or detached from the primary residence. ADUs are sometimes referred to as "in-law" units or backyard cottages. Kent has allowed attached and detached accessory dwelling units since 1995. However, less than 30 ADUs have been permitted since 2010. During outreach for KHOP, staff heard from the community that ADUs are one of the preferred options to help integrate housing units into single-family neighborhoods. ADUs were identified as high-priority implementation items in KHOP. As such, staff applied for and received a Housing Action Plan Implementation Grant from the Department of Commerce for 80,000 dollars to fund this work before June 15, 2023. Packet Pg. 7 LAND USE AND PLANNING BOARD 220 Fourth Avenue South Kent, WA 98032 KENT W A S H I N G T O N DATE: March 27, 2023 TO: Land Use and Planning Board FROM: Economic and Community Development SUBJECT: 2044 Comprehensive Plan Update — Findings from Regulatory Audit SUMMARY: The City is required to update its Comprehensive Plan by the end of 2024. ECD is leading this project and coordinating efforts with all departments to review, evaluate, and update policies. The Kent Comprehensive Plan (the Plan) establishes goals and policies to direct growth and City services over 20 years. Comprehensive plans are required by the State of Washington to be updated every 10 years. Since the City of Kent's last update in 2015, several state laws and regional requirements have been adopted and implemented that are now required as part of this Comprehensive Plan update process. The project team has completed a Regulatory Audit to identify areas where the existing Kent Comprehensive Plan complies, needs to be updated, and where questions remain related to regional and State requirements for comprehensive planning in the Puget Sound region. The Regulatory Audit specifically evaluates changes to: • State law and Washington State Department of Commerce comprehensive plan and housing guidance, • Puget Sound Regional Council's (PSRC) Vision 2050, including Multicounty Planning Policies and Regional Growth Center re-certification requirements, and • King County Countywide Planning Policies. At the upcoming LUPB meeting staff will provide a brief overview of the Regulatory Audit. We will reserve 15 minutes after the presentation for feedback and discussion.
