Election of a new Chair in accordance with Rule 3.02- The Commission shall elect one of its members as Chair. The chair shall be appointed for a two (2) year term. Should a Chair resign or be removed from the position prior to the expiration of his or her term, the Commission, upon appointment of a new member, shall elect a new Chair. 8. Call to Order Chair Piecewicz called the meeting to order at 5:30 PM. 2. Roll Call Commissioner Thomas had an excused absence. 3. Changes to the Agenda There were no changes to the agenda. 4. Annroval of the Minutes Commissioner Weissich made a motion to approve the minutes from the January 25, 2023 regularly scheduled Civil Service Commission meeting. Motion was moved and seconded by Chair Piecewicz; motion passed 2-0. S. Consent Items to Accept A. Memo dated February 6, 2023 from A/C Kasner notifying the Commission that the Chief will be making three (3) provisional appointments from the current Sergeant's eligibility list. B. Letter dated February 7, 2023 from Chief Padilla congratulating Karl Peterson on being hired as a Probationary Police Recruit Officer effective March 1, 2023. C. Memo dated February 15, 2023 from Chief Padilla announcing the promotion of Tabitha Solari to the Code Enforcement Officer effective February 16, 2023. D. Email dated February 15, 2023 from Benjamin Kaufman tendering his resignation effective February 15, 2023 and corresponding memo from Chief Padilla accepting his resignation. E. Memo dated February 16, 2023 from Chief Examiner Winecka detailing the eligibility list removals through February 16, 2023. Commissioner Weissich seconded the motion; motion passed 2-0. 6. Items to Approve A. Continuous testing eligibility list for Entry Level Police Officer that was established on January 23, 2023. B. Continuous testing eligibility list for Entry Level Corrections Officer that was established on January 23, 2023. C. Eligibility list for Code Enforcement Officer that was established on January 26, 2023. D. Memo dated January 31, 2023 from Cmdr. McCuistion notifying the Commission that the probationary period for Skye Yaranon is being extended through May 9, 2023. There being no questions, Chair Piecewicz made a motion to approve items A-D. Commissioner Weissich seconded the motion; motion passed 2-0. 7. Action Items A. Memo dated January 30, 2023 from Chief Padilla requesting to test for Records Specialist and that the following process and weights be applied: - Computer-based assessment 100% (70% passing score required) - Background Pass/Fail - Polygraph Pass/Fail Chief Examiner Winecka noted that this is the same process that has been used to fill this position. There being no questions, Chair Piecewicz made the following motion: "I make a motion to approve item A as printed with the process and weights as presented." Motion was moved and seconded, motion passed 2-0. B. Memo dated February 6, 2023 from Chief Padilla requesting to amend the rule 8.04 for the Commander promotional process for Corrections. Assistant Chief Matt Stansfield explained that the department is requesting to amend the provision in the rule that requires a candidate to be a Sergeant at the Kent Correctional Facility for this testing process. Candidates need to meet that requirement, but the hope is to open the process up to additional candidates and expand the candidate pool. Page 2 of 4 Civil Service Commission February 22, 2023 Regular Meeting Minutes Kent, Washington Approval Pending Chief Examiner Winecka noted that this needs to be an emergent rule amendment, waiving the 30 day waiting period for it to go into effect. There being no questions or objections from the Commission, Chair Piecewicz made the following motion: "I make a motion to approve amending the rule for this process and that it be emergent." Motion was moved and seconded, motion passed 2-0. C. Memo dated February 6, 2023 from Chief Padilla requesting to test for the rank of Corrections Commander and that the following process and weights be applied: - The Command, Skills, and Abilities (CSA) assessment will evaluate the candidates on equally weighted dimensions and the CSA will have a total weight of 100%. A minimum passing score of 65% is required to be placed on the list. A/C Stansfield explained that there is an upcoming retirement and the department want to use a similar process that has been used to fill Commander positions in the Police department. There being no questions, Chair Piecewicz made the following motion: "I make a motion to approve the request to test for Corrections Commander with the weights and CSA process as stated." Motion was moved and seconded, motion passed 2-0. D. Memo dated February 15, 2023 from Chief Padilla requesting to test for Evidence Supervisor and that the following process and weights be applied: - Written exam: 30% (70% passing score required) - Oral Board: 70% (70% passing score required) - Background: Pass/Fail - Psychological: Pass/Fail - Polygraph: Pass/Fail There being no questions, Chair Piecewicz made the following motion: "I make a motion to accept the request to test for Evidence Supervisor with the requested weights and testing process." For the Good of the Order Chief Examiner Winecka briefed the Commission on the changes to the Boards and Commissions ordinance as it relates to Commissioners attending remotely. She also explained that the new Commissioner, Charlie Mitchell, should be able to start by the March meeting. 9. Adjournment There being nothing further, Chair Piecewicz made a motion to adjourn.
