The first r announcement was that Board Member Chris McClain resigned effective immediately due to a recent job change and scheduling conflicts. The second a announcement was that the ADU outreach has been delayed due to technical difficulties. c 4. Page I of 4 Packet Pg. 3 Land Use and Planning Board Land Use Regular February 27, 2023 Meeting Kent, Washington Minutes David Paine, AICP, PTP., from Public Works Department gave a presentation about the Kent Transportation master Plan. The Kent Transportation Master Plan (TMP 2021) serves as the City's blueprint for long range transportation planning and is a functional component under the City's comprehensive plan in compliance with state law and the Washington Growth Management Act. The TMP is framed around five community-based goals with supporting actions and policies, and represents a multi-year discussion and deliberation for how to accommodate growth through the lens of transportation infrastructure and services. z The TMP update, adopted by Council in March 2021, included an extensive, g U) equitable public process. The City worked at length with a joint resident- w stakeholder task force, the Transportation Advisory Board (TAB), to inform U) the TMP update. Equity was an explicit component in the TMP to achieve the w following objectives: understand baseline conditions, conduct equitable public p outreach, incorporate equity into performance metrics to prioritize projects that benefit underserved communities, and track the City's progress toward a equity goals. During the update, a Transportation Equity definition was o developed in coordination with the Cultural Communities Board and the M interdepartmental staff group. The list of projects and programs in the TMP o form the basis of the Transportation Improvement Program and projects N advanced by the City capital program for implementation. Comprehensive Plan Update - Draft Public Engagement Plan Kristen Holdsworth, LUPB Secretary, gave an update as to the progress of a the 2044 Comprehensive Plan. The City is required to update its Comprehensive Plan by the end of 2024. ECD staff will lead this project and will coordinate efforts with all departments to review, evaluate, and update policies. At the LUPB meeting, staff provided a brief overview of the process to update the Kent's Comprehensive Plan. Also provided was an overview of the draft Public Engagement Plan. LUPB provided feedback on outreach methods and suggestions for engagement strategies. 7. In January 2023, City Clerk Kim Komoto sent all boards and commissions an email asking them to complete a required training relating to the Open Public Meetings Act (OPMA) and Public Records Act (PRA). She requested all board and commission members complete training by the end of February. Land Use and Planning Board members can fulfill this requirement by either watching five online lessons provided by the Washington State Office of the Attorney General <https://www.atg.wa.gov/open-government-training> or z by attending a remote Short Course on Local Planning provided by the g Department of Commerce <https://www.commerce.wa.gov/serving- LU communities/growth-management/short-course/>. U) z w LUPB members have been asked to notify staff upon completion of the p training. Certificates were issued to those who have completed the required 15 training. a 0 S. New Policy for Remote Meetings for Boards and Commissions Kristen Holdsworth, LUPB Secretary, gave an update regarding the remote o meeting attendance policy. During the COVID-19 pandemic members of the N City's boards and commissions continued their work for the City through N remote meetings. One benefit the City realized was an increase in community a participation in meetings due to the ease with which one can join a meeting - when it occurs remotely. Remote attendance also increased participation amongst board and commission members, who volunteer their service to the ; City while also juggling their own work and personal commitments. a� Last year, the state legislature amended the Open Public Meetings Act (OPMA) in regards to remote attendance of public meetings and to ensure a continued public access to meetings subject to the OPMA. Q On February 21, 2023, Kent City Council adopted an ordinance amending Chapter 2.50 of Kent City Code, relating to appointive boards, commissions, and committees. The amendments specifically allow remote attendance or remote meetings in emergency instances. Below is a summary of the updated remote meeting attendance policy: - An emergency is defined as a serious situation or a condition of urgent need that occurs unexpectedly and is unforeseen or unavoidable. - A member shall notify the chair as soon as possible with a request to attend remotely. The chair shall consult with the department liaison to determine whether to grant a member's request to attend a meeting remotely. - A member authorized to attend the meeting remotely shall be prepared. Updated annually as required by State code, the six-year plan for each city includes projects and programs of regional significance for inclusion in the TIP and Statewide Transportation Improvement Program (STIP). The TIP is required to be consistent with the Kent Transportation Master Plan (TMP) as an element of the City's Comprehensive Plan, with projects nominated from the TMP or included by other agencies. Including projects in the TIP allows the City to coordinate with other agencies, seek input from the public, search for funding partners, and apply for grants. Most State and Federal agencies require that projects being submitted for grants be included in the City's adopted TIP. Staff will note completed projects proposed to be removed from the TIP, provide context and considerations for this year's update, including grants. Staff will also demonstrate the City's TIP StoryMap used for public engagement and feedback. Packet Pg. 8 LAND USE AND PLANNING BOARD 4^4� 220 Fourth Avenue South Kent, WA 98032 KENT WASHINGTON DATE: March 13, 2023 TO: Land Use and Planning Board FROM: Economic & Community Development SUBJECT: Land Use and Construction Permitting SUMMARY: A major function of the City's Economic and Community Development department is to review and approve applications for private development of land and buildings. This work is done through the permitting process and addresses a wide range of proposals from major new industrial buildings, to new subdivisions to minor work on homes. Development is subject to a growing diversity of regulations pertaining to people's health and safety, environmental protection, impacts to public utilities and services as well as the community's vision for growth. While many regulations are mandated by the State of Washington, local rules are one tool that policy makers can use to shape the future of the City. The scope, implementation and limitations of development regulations are important for policymakers to consider, especially during development of the City's next Comprehensive Plan. Staff will be on hand at the March 13, 2023 meeting to discuss this topic with the Board.
