Overview of Purpose of Commission, Roles, and Responsibilities City Attorney, Tammy White provided the commission with an overview of the purpose of the commission, and roles and responsibilities. N a� White provided the commission members with reference documents that included: 4- MRSC Practice Tips for Local Governments relating to the OPMA ° MRSC Practice Tips for Local Governments relating to Electronic o Communications, the Public Records Act and Records Retention. a White handed out a document titled "Roberts Rules of Order - Simplified." a White walked the commission through the formal process to adopt a salary a schedule. o 0 White detailed the duties of the Mayor, Council President and N Councilmembers. Additional documents were provided detailing the Mayor N and councilmembers' assignments to the Sound Cities Association Regional r Boards and Committees and the frequency and length of meetings. Comparable Salaries for Mayor, Council President and Council — Members a� r Finance Director, Paula Painter provided the Commission with comparable = salaries for the Mayor, Council President and Councilmembers. a� Painter presented additional documents detailing: r Monthly Compensation - Chart Comparisons for current salaries for mayors, a council presidents and councilmembers from various cities within King, Q Pierce, and Snohomish Counties which use a Mayor-Council form of government. Selected cities have populations between 72,380 and 137,900. Painter provided charts detailing: Councilmember and support staff counts Monthly compensation including population Benefits As the Commission members requested additional information, Painter provided responses during the meeting. Page 2 of 4 Packet Pg. 4 Independent Salary Commission Independent February 14, 2023 Salary Commission - Special Meeting Kent, Washington Minutes Commission members talked about the history of prior salary commissions and reviewed in detail the CPI from 2016 - 2022. Commission members extensively reviewed and discussed the salaries of councilmembers, council president and mayors in comparable cities while taking into consideration their populations, tax revenues, number of full time employees and complexity/diversity of their jurisdictions. Commission members discussed a different salary for the council president due to additional duties/time commitments/responsibilities and were in ; agreement to setting the Council President's salary at a set percentage above the councilmember's salary. - At 11:31, the commission took a brief recess o At 11:40 a.m., Chair Miller reconvened the meeting a Q Commission members were in agreement to setting the annual CPI to 2.5%. a 0 The commission members analyzed the salaries of the mayors, o councilmembers and council president with the comparable cities and M indicated a desire to bring the salaries in line with those cities, while o recognizing Kent has lagged behind due to there not being a salary N commission since 2015 to annually review salaries. r a� U- Commission members discussed how the lower salaries are barriers to 0 participation, and are hopeful that these higher salaries will increase participation and will increase the diversity of the council. These changes will provide an opportunity for all voices to be heard. iv The commission discussed providing additional information to the public regarding their thought process in determining salaries. White drafted 2 Comments from the Salary Commission to be included in the Proposed 2023 L) Salary Schedule. They provided an updated figure which was half the amount initially submitted. The attached table and charts have been updated to reflect the new information provided by City of Federal Way. Currently, the Salary Commissions for the cities of Everett, Auburn and Redmond are meeting or will be meeting soon. The City of Redmond anticipates knowing more about the salaries after March 15. The City of Everett's Salary Commission often signs off on their report in April. The City of Auburn's Salary Commission will be meeting in May. ATTACHMENTS: 1. Comments that do not relate to the proposed salary schedule are not permitted. Additionally, the state of Washington prohibits people from using this public comment period to support or oppose a ballot measure or candidate for office. Public comment may be provided orally at the meeting, or submitted in writing either by emailing the City Clerk by noon on the day of the meeting at CityClerk@kentwa.gov or delivering the writing to the City Clerk at the meeting. Emails will not be read into the record. If you will have difficulty attending the meeting by reason of disability, limited mobility, or any other reason that makes physical attendance difficult, and need accommodation in order to provide oral comment remotely, please contact the City Clerk by noon on the day of the meeting at 253-856-5725 or CityClerk@kentwa.gov. Kent is one of the most diverse cities in the state and yet its candidate pool for public office has not been as diverse. We are working to catch up for past adjustments that have not kept up with inflation, and we're also recognizing the work that is required of the position to be informed and successful for Kent. These are important roles and this is now a competitive salary. SUMMARY: The Commission will consider any public comment submitted concerning its proposed salary schedule, and will discuss whether it wishes to make any changes to that proposed schedule. The Commission will then consider adopting a final salary schedule. BUDGET IMPACT: The budgetary impact of the proposed change is $196,370 ($166,130 for salaries and $30,240 for benefits i.e. PERS, social security, medicare, and PFMQ.
