EEO COMPLIANCE DOCUMENTS - 5 EXHIBIT A SH&H VALUATION AND CONSULTING February 23, 2023 Cheryl Rolcik-Wilcox Property & Acquisition Analyst City of Kent Engineering/Public Works Department 220 Fourth Avenue South Kent, WA 98032 Re: Appraisal Services Proposal City of Kent/BNSF Quiet Zone Project Multiple Locations along BNSF Rail Line Including S 2121h St, Meeker St, Gowe St, Titus St and S 2591h St Kent, King County, WA Dear Ms. Rolcik-Wilcox: Pursuant to your request, I am providing this proposal for appraisal services relevant to the City of Kent/BNSF Quiet Zone Project. This project is intended to result in enhanced safety at various locations along the BNSF rail line through the city of Kent, which would include installing barriers and other site improvements at street crossings. The project will require the City of Kent to acquire multiple easements at several existing street crossings throughout the central core of the city. Project acquisition drawings and legal descriptions have been provided and reviewed as part of our preliminary research. Based on our correspondence and discussions, the appraisal analysis will be presented in a single document. Value estimates relevant to the various acquisitions will be provided both on an individual basis and as an aggregate (total) amount. Due to the unique nature of the acquisitions, and the fact that these are to be occurring within an existing railroad corridor, it is most likely that the "across the fence" method will be employed. In this type of valuation, the adjoining/abutting (or nearby) properties are analyzed in order to estimate the impact to value of the section of the railroad corridor in question as a result of the proposed easement. 3609 Market Place West, Suite 201 1 University Place, Washington 98466 1 p. 253.564.3230 1 f. 253.564.3143 In this instance, the properties abutting the corridor are represented by a variety of zoning classifications (primarily industrial and commercial/mixed-use in nature). This will result in the need to confirm and utilize different sets of comparable data for the analysis of the respective areas of the subject. Based on our discussions, the analysis will be presented in a Restricted Appraisal Report format. As such, the reasoning and analysis contained within the report will be summarized where appropriate. This may include presenting comparable sales data in a concise manner, with further details/information retained in the appraisers' file. The appraisal report will be prepared with the intent to be in conformity with the current appraisal guidelines of the Uniform Standards of Professional Appraisal Practice (USPAP) for a Restricted Appraisal Report. Given the scope of the proposed assignment, the total fee is $17,000. The completed appraisal report will be delivered within 50 calendar days from receipt of formal notification of engagement or an executed contract. I trust that this proposal meets your requirements. I look forward to working with the City of Kent if our firm is awarded this assignment. Please feel free to contact me with any questions or comments. I can be reached by telephone at (253) 564-3230 x 1103 or via email at chadi@shhapp.com. Sincerely, CZe 'Z- had C.
