Training was conducted by Kristen Holdsworth and Kaelene Nobis. The topics
covered were Robert's Rules of Order, the Open Public Meetings Act, and
Public Records Requests.
7. Update on Accessory Dwelling Unit Ordinance
Kaelene Nobis gave an information -only update on the Accessory Dwelling
Unit (ADU) Ordinance. The purpose of this presentation was for City staff to
update the LUPB on actions taken to date and policy direction received from
the council. Staff also solicited additional feedback from the LUPB.

On June 1, 2021, City Council adopted the Kent Housing Options Plan w
(KHOP), which included data, engagement, strategies, and policies to in
address housing needs in Kent. Accessory Dwelling Units (ADUs) were z

included in KHOP as one housing option to help meet the needs of current a

and future residents.
An ADU is a second (accessory) dwelling unit on the same lot as a detached
single-family residence that provides basic living, sleeping, eating, cooking,
and sanitation requirements. It can be attached or detached from the
primary residence. ADUs are sometimes referred to as "in-law" units or
backyard cottages.
Kent has allowed attached and detached accessory dwelling units since 1995.
However, less than 30 ADUs have been permitted since 2010. During
outreach for KHOP, staff heard from the community that ADUs are one of the
preferred options to help integrate housing units into single-family
neighborhoods.
Staff and consultants facilitated an internal ADU workshop with all
departments that review ADUs to ensure consistency amongst staff regarding
the goals of the ordinance. The consultants have conducted interviews with
previous applicants who have successfully or unsuccessfully attempted to
build an ADU in Kent to identify barriers in current code and opportunities for
improvement. We also conducted an analysis of peer cities and best practices
to identify additional opportunities to remove barriers.
The LUPB Members had a robust discussion around Form, Fees, Ownership,
Parking and Quantity which were the main policy points that Ms. Nobis
presented.

SUBJECT: Briefing on the Kent Transportation Master Plan
SUMMARY: The Kent Transportation Master Plan (TMP 2021) serves as the City's
blueprint for long range transportation planning and is a functional component
under the City's comprehensive plan in compliance with state law and the
Washington Growth Management Act. The TMP is framed around five community -
based goals with supporting actions and policies, and represents a multi -year
discussion and deliberation for how to accommodate growth through the lens of
transportation infrastructure and services.
The TMP update, adopted by Council in March 2021, included an extensive,
equitable public process. The City worked at length with a joint resident -
stakeholder task force, the Transportation Advisory Board (TAB), to inform the TMP
update. Equity was an explicit component in the TMP to achieve the following
objectives: understand baseline conditions, conduct equitable public outreach,
incorporate equity into performance metrics to prioritize projects that benefit
underserved communities, and track the City's progress toward equity goals.
During the update, a Transportation Equity definition was developed in coordination
with the Cultural Communities Board and the interdepartmental staff group. The list
of projects and programs in the TMP form the basis of the Transportation
Improvement Program and projects advanced by the City capital program for
implementation. The TMP and its supporting material are posted here:

Staff will give an overview of the TMP, its development, and context for the 2024
Kent Comprehensive Plan update.

SUBJECT: Comprehensive Plan Update - Draft Public Engagement Plan
SUMMARY: The City is required to update its Comprehensive Plan by the end of
2024. ECD staff will lead this project and will coordinate efforts with all
departments to review, evaluate, and update policies.
At the upcoming LUPB meeting staff will provide a brief overview of the process to
update the Kent's Comprehensive Plan. We will also provide an overview of the
draft Public Engagement Plan. We will reserve 15 minutes after the presentation to
hear your feedback and gather additional ideas for engagement efforts.

SUBJECT: OPMA and PRA Trainings and Certificates
SUMMARY: In January 2023, City Clerk Kim Komoto sent all boards and
commissions an email asking them to complete a required training relating to the
Open Public Meetings Act (OPMA) and Public Records Act (PRA). She requested all
board and commission members complete training by the end of February.
Land Use and Planning Board members can fulfill this requirement by either
watching five online lessons provided by the Washington State Office of the
Attorney General or by attending a remote Short Course on Local Planning provided
by the Department of Commerce.
LUPB members have been asked to notify staff upon completion of the training. At
the upcoming meeting staff will provide certificates to those who have completed
the required training.

SUBJECT: New Policy for Remote Meetings for Boards and Commissions
SUMMARY: During the COVID-19 pandemic members of the City's boards and
commissions continued their work for the City through remote meetings. One
benefit the City realized was an increase in community participation in meetings
due to the ease with which one can join a meeting when it occurs remotely. Remote
attendance also increased participation amongst board and commission members,
who volunteer their service to the City while also juggling their own work and
personal commitments.
Last year, the state legislature amended the Open Public Meetings Act (OPMA) in
regards to remote attendance of public meetings and to ensure continued public
access to meetings subject to the OPMA.
On February 21, 2023, Kent City Council adopted an ordinance amending Chapter
2.50 of Kent City Code, relating to appointive boards, commissions, and
committees. The amendments specifically allow remote attendance or remote
meetings in emergency instances.
Below is a summary of the updated remote meeting attendance policy:
- An emergency is defined as a serious situation or a condition of urgent need
that occurs unexpectedly and is unforeseen or unavoidable.
- A member shall notify the chair as soon as possible with a request to attend
remotely. The chair shall consult with the department liaison to determine
whether to grant a member's request to attend a meeting remotely.
- A member authorized to attend the meeting remotely shall be prepared. The
remote attendee shall use a camera or video display, if possible.
- If the member cannot comply with requirements of remote policy or has
technical difficulties, they will be deemed as not attending the meeting.
- Any remote attendance authorized due to the occurrence of an emergency
shall be verbally noted on the record during the meeting and in the official
minutes of the meeting.
- LUPB must have a quorum of the members meet in -person.
