A new sergeants list has been certified from a recent testing process, so the two provisional positions have been selected from the list, using the rule of 3 per rule 11.07 as written below. 11.07 Provisional Appointment. The Chief may make a provisional appointment to an existing Civil Service position for up to four (4) months. No employee shall receive more than one (I) provisional appointment or serve more than four(4) months as a provisional appointee in any one fiscal year (RCW 41.12.040(9)) a. If a current certified eligibility list exists for the position, the appointment shall be made from the eligibility list utilizing the rule of three as outlined in Rule 11.04, b. If a current certified eligibility list does not exist for the position, an appointment shall be made by appointing an employee who occupies the next lower classification or rank as long as he or she meets the minimum qualifications of the vacant position or by appointing an employee who has occupied the vacant position in the past. The amendment request is to suspend the requirement of a minimum of 12 months at the Kent Corrections Facility. This amendment will allow for both internal and external candidates to apply for the Corrections Commander position. Currently, Civil Service Rule 8.04 (h) requires an applicant "Must have served satisfactorily as a Corrections Sergeant or equivalent for 36 months with a municipal, county, state or federal Corrections Agency with a minimum of 12 months with the Kent Corrections Facility." The Police Corrections Commander is a Non-Represented, executive level position. The selected candidate will work closely with the Support Services Assistant Police Chief and assume authority and responsibility for the Corrections Facility.
