BOARD MEMBERS PRESENT: Wendy Graves, Maria Castro, Mel Roberts, Julie Dunn,
Connie Stolpp, Erik Jacobs, Daren Osborn.
BOARD MEMBERS ABSENT: Brian Smith (excused), Jeff Culver (excused).
CITY STAFF MEMBERS PRESENT: Erik Preston, Rob Brown, David Paine
Guests: None
1. Call-to-Order
The meeting was called to order at 5:50 pm with Wendy Graves presiding.
2. Roll Call
Two members absent, both excused.
3. Changes to the Agenda
None.
4. October 2022 Meeting - Minutes Approval
Erik J. moved to approve minutes, Maria seconded, all 7 voted in favor, 0 opposed.
Motion passes, draft minutes approved.
6. Spending the 2023 Budget - Graves
Budget is for $5,000 first year, $2,000 each year after that. Erik Preston will buy items at
KBAB's request. Funds do not rollover, operational budget, not project budget.
S. Update on Grants and TIP - Paine
• David Paine, City Transportation Planner gave his presentation on the TMP, grants
won previously, grants applied for in 2022, the plan for grant applications in 2023,
and the 6-year Transportation Improvement Plan (TIP) for 2024-2029.
o The TIP will be updated over the next 5-6 months.
o David gave a refresher on project development.
• Erik Preston will share the 23-28 TIP to KBAB and link to the 23-28 TIP story map.
• Mel had concerns with existing projects under construction (Lower Russell Rd and
Segal on 212t", east of river).
• Erik Jacobs noted that TIP subareas do not match TMP subareas and asked about
Rectangular Rapid-Flashing Beacons (RRFB) versus Pedestrian Hybrid Beacons (PHB)
7. Festival and Events Subcommittee Report - Graves
• Winterfest this Saturday. At Town Square Park. 3P - 6P. Connie and Maria will
staff. KBAB will be in City tent with Mayor's Office.
• Any other ideas for places KBAB should be advertising their events?
o Park mailer
o Churches
o Cascade Bike
o Sporting goods stores
o City web site?

S. Draft By-Law Update/Subcommittee Report - Preston
• Schedule another Bylaw Committee meeting to talk about the wording for the "rule
of thirds" for terms.
• Present to Board in January for discussion
• Vote in February
9. Bike Facility Gaps Subcommittee Report — Preston/Jacobs
Erik J is working on it. Needs to review the 2023-2028 TIP so see project changes
• 2515t Ave S, entrance to Signature Point. Will be addressed by the Signature Pointe
Levee project.
• Gap in Green River Trail where it meets IUT. This will be addressed through the
Milwaukee II levee project. Will be a trail crossing under the UPRR trestle.
10.Monthly Rides and Promotion — Graves
No new ride for this month. Reuse an existing ride. Julie's Coffee Ride
i1.Communications — Preston
KBAB website update. Erik P is going to train H. Maria to update the KBAB
webpage. Goal is to get it updated in January 2023
12.Notice of Upcoming Meetings - Preston
The next meeting is Monday, January 30th. December meeting is cancelled.
13.Items for the Next Meeting
Subcommittee reports
KBAB budget and spending
David TIP update. KBAB requests roll plots for maps during meeting discussion. Can
use the screen in the meeting room.
David/Erik P will send out information about TIP before next meeting.

Wendy Graves adjourned the meeting at 6:59 pm.
