The project area is generally located adjacent to the west of Canyon Drive and 97th Place South in Kent, Washington. Our project understanding is based on discussions with City of Kent (City) personnel and our previous involvement with the project. We previously provided a revised Preliminary Geotechnical Engineering Services Report for the project dated December 12, 2022 (2022 Preliminary Report). Our 2022 Preliminary Report provided general recommendations pertaining to six potential improvement areas (three new footbridge structures, two potential new suspension bridge structure locations, and one area of observed slope erosion [slump]) at the project site. Based on recent discussions with the City, we understand that the City wants to expand our services to include providing preliminary recommendations and considerations for a third potential new suspension bridge location, providing detailed recommendations for repair of the slump discussed in our 2022 Preliminary Report, and providing geotechnical recommendations for repair of hillside disturbance caused by unauthorized activity at the site. We understand that hillside disturbance has been observed at several locations throughout the canyon and the City wants to develop a standard geotechnical repair plan that can be referenced for remediation. SCOPE OF SERVICES Additional Geotechnical Services 1. Review existing geotechnical information in our files and readily available geological information for the project site as a baseline for understanding anticipated site subsurface conditions. Note that this was also completed during preparation of our 2022 Preliminary Report; we will review the collected information and any other resources, as applicable, as part of this study. 2. Visit the project site to observe and evaluate the existing site conditions. We anticipate that this task will include an on-site meeting with City personnel and a trail repair firm at the slump location, observation of the site conditions at the third potential suspension bridge location, and observation City of Kent | January 5, 2023 Page 2 File No. 0410-139-05 of site conditions at some of areas of hillside disturbance. We have assumed that these areas can be observed during one site visit. 3. Provide a discussion on geotechnical considerations for the potential suspension bridge, including anticipated foundation support alternatives and potential impacts of existing critical areas. 4. Revise or prepare an addendum to our 2022 Preliminary Report that presents the results of our additional studies. 5. Provide recommendations for rebuilding the slump area based on our conversations with City and trail repair personnel. We anticipate repair options could include rebuilding the slump with structural fill consisting of large rock or quarry spalls, or construction of a new reinforced slope system. 6. Provide standard recommendations for repair of hillside disturbance. We anticipate this will include recommended temporary and permanent slopes, subgrade preparation, structural fill placement, and general erosion protection. 7. Prepare a design memorandum outlining our slope repair recommendations for use and reference by the City’s trail repair contractor. 8. Provide additional consultation after issuing our report addendum, as required and requested. We anticipate that this could include meetings or follow up discussion on our study. We have budgeted 4 hours each for a Project Engineer and an Associate Engineer to cover this contingency. SCHEDULE, TERMS, AND BUDGET The schedule for our design support services will be coordinated with the City. We anticipate we can provide our deliverable within 3 to 4 weeks of completing our site visit. We anticipate that our services will be provided in accordance with the existing terms of our agreement dated July 28, 2022. The fee for our services will be determined on a time-and-expense basis in accordance with the attached budget estimate. We will keep you informed of project status and advise you if it appears appropriate to modify the scope and budget. We will not exceed this amount without first notifying you of the circumstances, discussing options, and receiving direction. CJL:LJS:leh Attachment: Exhibit B-1.
