Kent Human Services Commission Meeting Minutes Pending Approval Date: November 17, 2022 Time: 3 p.m. Place: City Hall Chambers Agenda: 1. Call to Order The meeting was called to order at 3:10 p.m. 2. Roll Call Rickie Robinson, Chair Nicholas Yu, Co -Chair Bill Hallerman, Commissioner Kelly Guy, Commissioner Erika Henry, Commissioner Gwen Allen-Carston, Commissioner Connie Stolpp, Commissioner Zandria Michaud, Council Member Merina Hanson, Human Services Manager Lori Guilfoyle, Senior Human Services Planner Brittany Gaines, Senior CDBG Planner Brittany Levens, Human Services Specialist Christine Cain, Human Services Planner KateLynn Jennings, Grant and Accounting Analyst Absent: Brian Chandler, Commissioner Karina Oscoy Cazares, Commissioner November 17, 2022 Kent, Washington 3. Approval of October 20, 2022 Minutes Commissioner Robinson motioned to approve the minutes from the October 20, 2022 meeting. Commissioner Stolpp so MOVED, and Commissioner Yu SECONDED the motion. Motion PASSED 7-0. 4. Nomination of 2023 Chair Commissioner Robinson MOVED to nominate Commissioner Allen-Carston as the 2023 Chair. Commissioner Stolpp SECONDED. Motion PASSED 6-0. S. 2019 CDBG Annual Action Plan — 3rd Amendment CDBG Senior Planner, Brittany Gaines, reviewed the 3rd amendment to the 2019 Annual Action Plan. Kent Human Services Commission Meeting November 17, 2022 Minutes Kent, Washington Pending Approval Commissioner Robinson motioned to approve the 3rd Amendment to the 2019 CDBG Annual Action Plan. Commissioner Yu MOVED; Commissioner Allen-Carston SECONDED. Motion PASSED 7-0. 6. Severe Weather Shelter Challenges Human Services Planner, Christine Horn, presented on the continuing challenges of siting, staffing and activating the Kent Severe Weather Shelter. Conversations continue with the King County Regional Homelessness Authority, volunteers, and other partners on how to better staff and in the event of an activation. 7. Population Specific Research Senior CDBG Planner, Brittany Gaines, provided an update on the steering committee who prioritized a list of needed activities and programs in the community. The committee is currently working to identify capacity building opportunities for black - lead org to create pathways to accessing funding opportunities. 8.Updates General updates provided by staff: • King County Regional Homelessness Authority - Merina: KCRHA is continuing work with cities on the draft of their 5-YearPlan to End Homelessness. • Winter Celebration will be held at the regular meeting time December 15tn. Location TBD and more info to come. • Opportunity Fund - Lori Guilfoyle: Still in conversation with Utopia. • Youth Action Plan - Lori Guilfoyle: First in -person youth meeting happened on Tuesday at the Kent Commons. Carol Cleveland from the Kent School District presented about the Community Schools Model. • Valley Cities Expanded Contract - Lori Guilfoyle: Mental Health First Aid classes are available providing adults tools to help recognize needs and signs of mental health needs for youth. 9.
