CONTRACT NAME & PROJECT NUMBER:Washington Avenue South Stormwater Pump Station ORIGINAL AGREEMENT DATE: September 29, 2020 This Amendment is made between the City and the above-referenced Consultant or Vendor and amends the original Agreement and all prior Amendments. All other provisions of the original Agreement or prior Amendments not inconsistent with this Amendment shall remain in full force and effect. For valuable consideration and by mutual consent of the parties, Consultant or Vendor’s work is modified as follows: 1. December 2022 1. SCOPE OF SERVICES Jacobs Engineering Group Inc. (Consultant) previously contracted with the City of Kent (City) for design engineering and bidding services associated with the Washington Avenue South Stormwater Pump Station project. The City issued the project for bidding and then rebidding, but each time only received one bid that was significantly higher than the Engineer's Estimate. The City decided to downscale the pump station project and to construct the improvements in a phased approach. The reduced scope of the planned Phase 1 construction of the project includes the following significant modifications to the original project concept: • Downsize the two 15 CFS pumps to duplex 6 CFS submersible stormwater pumps, with a total capacity of 12 CFS. • Downsize the larger concrete wet well to two 10-foot diameter precast concrete manholes. • Eliminate the standby generator set; add a receptacle for connection to a portable generator set. • Eliminate the CMU shelter covering the electrical/control equipment and generator set. • Eliminate the CMU shelter covering the pumps (submersible pumps will be contained within the wet well). • Provide a single shelter covering the electrical/control equipment. Change from a CMU shelter to a manufacturer -designed canopy style shelter, with a roof supported by posts. • The electrical equipment will be installed on a cast -in -place concrete slab. • Pump station will be redesigned to operate in a narrower band during wet weather conditions with high levels in the Green River. • Control system will be simplified because it will no longer be necessary to limit the discharge capacity with two pumps operating simultaneously (previously two 15 CFS pumps were limited to 25 CFS total discharge). • Delay construction of piping or eliminate rerouting stormwater conveyance to the pump December 2022 Page I of 7 Jacobs Engineering Group Inc. station from the east. Reduce the site footprint and fenced area. The proposed scope of services for redesign to downsize the proposed pump station facilities to be performed by Consultant for this Amendment No. 4 to this contract includes the following services: Additional project management and administration associated with amendment work. Design services focusing on following items: o Two 6 CFS pumps and associated piping. o Equipment specification to match downsized pump capacity and discharge piping. o Equipment layout within and adjacent to two 10-foot diameter precast concrete wet wells and an elevated discharge vault. o Electrical engineering design for downsized facility while maintaining City requested future expansion capacity. o Cast -in -place concrete slab for electrical/control cabinets and shelter/canopy. Opinion of Probable Construction Costs (OPCC) for consultant -design portions of the downscaled design. Bidding support services for downscaled pump station. 2. ASSUMPTIONS This scope of services for Amendment No. 4 is based on the following additional or updated assumptions: Engineerinq Desiqn Assumptions: Shelter/Canopy and Concrete Slab Design: The shelter/canopy will be sized to cover the electrical and control equipment; dimensions and materials will be specified by the Consultant. The structural design and calculations for the shelter will be provided by the shelter manufacturer as a deferred submittal during the construction phase. Consultant will design the cast -in -place concrete slab to support the electrical and control system equipment. The slab will also support a designated load capacity for the posts of the shelter/canopy. Consultant will rely on City provided geotechnical reports and services for the concrete slab design parameters. Pump Station Electrical Engineering Design: The electrical system will be oversized to allow for future expansion or upsizing of the facility, per City -identified potential capacity upgrades. Consultant will determine the approximate total dynamic head (TDH) to provide to the pump vendor, for them to determine the rough motor size needed for a future upgrade, assuming the same discharge sizing and configuration. It is assumed that the sizing of the electrical system for the original design concept (powering two 15 CFS vertical turbine pumps) will be December 2022 Page 2 of 7 Jacobs Engineering Group Inc. carried forward and that it will be adequate for future upsizing of pumps. Some simple downsizing of certain electrical components may be provided during design if warranted. • Consultant will provide the updated voltage and current requirements for the station's electrical service to the City for the downsized pumps and future projected expansion, for the City's use in coordinating the new electrical service with Puget Sound Energy. • The Contractor will be responsible for obtaining any necessary electrical permits required for construction. • A receptacle will be provided for connection to a portable generator set. Sizing and design of an onsite standby generator set is not included in this scope of services. • The previous electrical design documents will be edited for the downsized concept with panel allowances for potential future expansion capacity. Pump Sizing, Mechanical Equipment, Valves, and Associated Fittings: Consultant will size pump and drive equipment and prepare drawings and specifications based on City provided design flow rates of 6 CFS per pump. Consultant will work with pump manufacturer to select a pump compatible with a larger impeller installation in the future (if possible), to allow for capacity expansion. The pump station will operate as an overflow facility, designed to pump when water levels in the Green River are high and pumping is necessary for discharge. Pumping during low river conditions will not be a normal operating condition and the City will design the upstream system to exclude inflow to the pump station during minor storm events with relatively low river conditions. These conditions will simplify the hydraulics of the pump station by significantly reducing the range of total dynamic head for pump operation. Consultant will update design of the elevated discharge vault, which is assumed to have downsized piping. Consultant will confirm reduced systems integration specifications with the with City's Instrumentation and Controls consultant for the City to incorporate into the overall contract package. Review Package Compilation and Control: The Consultant will focus on the layout of the pump station wet well, new 6 CFS pumps/motors, elevated discharge vault, electrical engineering, and design of the new concrete slab for electrical/control system equipment and the manufactured shelter/canopy. Consultant will review the City -provided design drawings and specifications to confirm general compatibility with Consultant -provided design elements. The other assumptions in the original contract for this project remain unchanged. 3. DETAILED SCOPE OF SERVICES ADDED FOR AMENDMENT NO. 4 Below are the identified tasks for this amendment. Before the start of each task, Jacobs will obtain written or verbal notice to proceed from the City's Project Manager prior to initiating the additional work associated with this amendment. Task 100 — Project Management The purpose of this task is to provide oversight and management of the additional work associated with this amendment, assumed to be for a period of up to 6 months from notice -to - proceed (NTP). Activities: Obtain written or verbal notice to proceed from the City's Project Manager prior to initiating work for this task. Provide additional project management associated Amendment No. 4 work consistent with the items identified in the original scope of work for this project. Deliverables: The following Deliverables are included in this Task: • Monthly invoices with cover memos. Task 200 — 30% Pump Station Design No changes. Task 300 — 60% Pump Station Design The originally planned 60% design submittal has been eliminated; instead, there will be "over - the -shoulder" or informal reviews of in -progress drawings by the City, as needed during development of the 90% design package. No changes to the original Task 300 scope of work, which has been completed. Task 400 — 90% Pump Station Design The purpose of this Task is to provide new and revised 90 percent design drawings, specifications/contract documents and OPCC for Amendment No. 4. Activities: Obtain written or verbal notice to proceed from the City's Project Manager prior to initiating work for each subtask. 90 Percent Drawings. The 90% level design drawings associated with this amendment are anticipated to include the following (including identification of responsibility for preparation): • Overall project cover sheet (City) • Sheet index (City) • General notes, abbreviations, and legend (City) • Survey and datum information for existing site (City) • Temporary erosion and sediment controls (TESC) plan and details (City) • New wet wells with equipment layout plan and profile (Consultant) • New pumping system layout (Consultant) • Updated elevated discharge vault plan and profile (Consultant) • Gravity and overflow storm pipes, manholes, and catch basins in plan and profile (City) December 2022 Page 4 of 7 Jacobs Engineering Group Inc. • Force main plan and profile (City) • New structural drawing sheet for the electrical/control equipment concrete slab, showing the shelter/canopy (Consultant) • Updated electrical cover sheet with abbreviations and legend (City prepared from Consultant markups) • Updated electrical schedules including conduit and cable (City prepared from Consultant markups) • Updated electrical site plan, with power and grounding (City prepared from Consultant markups) • Updated electrical plans and section views — pump station; motor control center, and main control panel; receptacle for portable generator set; lighting (City prepared from Consultant markups) • Updated electrical one -line diagram (City prepared from Consultant markups) • Updated electrical details and Instrumentation diagrams (City prepared from Consultant markups) • Irrigation plan and details (City prepared, Consultant review) This amendment scope of work assumes approximately 25 to 30 total drawings sheets will be necessary (not including I&C drawings prepared separately by another consultant). 90 Percent Specifications. Consultant will update items within the City's KSPs and Consultant provided CSI specifications, including deleting non -applicable items, to reflect Consultant -prepared components of this amendment. Consultant will coordinate with Systems Interface for integration of the downscaled I&C sections in the CSI package. 90 Percent OPCC. An OPCC updated to reflect the amendment work will be provided at the 90% design review stage, and further refined at future design iterations. Consultant will provide updated quantity take -offs and costs associated with the Consultant -designed components of the amendment. 90 Percent Pump Sizing Calculations. The Consultant will prepare updated pump sizing calculations and coordinate with the pump supplier to determine an appropriate selection for the 6 CFS pumps and motors. Consultant will also evaluate the approximate motor sizing needed for a future expansion, based on the future capacity identified by the City. 90 Percent Structural Calculations. At the 90 percent design stage, a structural calculation package will be provided for the structural design of the concrete slab, for building department review by the City. Meetings. The City and Consultant will meet for a virtual 90% design review meeting (as needed) to discuss the City's review comments associated with this amendment. Task 500 — Final Pump Station Design The purpose of this Task is to provide updated final design drawings and specifications/contract documents incorporating the Amendment No. 4 changes. Activities: Obtain written or verbal notice to proceed from the City's Project Manager prior to initiating work for each subtask. Final Drawings/Specifications/OPCC. The items identified in the 90% design stage will be progressed to the final design level. It is assumed that changes to drawings after the 90% submittal will be made through Consultant submittal of PDF markups to the City for incorporation by the City and then returned by the City for review by Consultant to confirm updates. Deliverables: Final design drawings, electronic (PDF) version (all signed and stamped). Final technical specifications, electronic (Microsoft Word) version of input to KSPs and PDF version of CSI specifications (signed and stamped). Electronic copies of Consultant -prepared portions of final quantities and cost estimates for Consultant -developed plan sheets. Task 600 — Bidding Support Services The purpose of this task is to provide consulting services during the bidding phase to address prospective bidder's questions. Activities: Obtain written or verbal notice to proceed from the City's Project Manager prior to initiating work for this task. Perform the bidding services identified in the original contract scope of work for the updated bidding documents associated with this amendment. Efforts will include research and resolution of issues needing clarification or modification to the Issued for Bid documents, up to sixteen (16) hours. It is assumed that the City will provide review comments within one week (7 calendar days) after each submittal by the Consultant. Approximate development times in calendar days following individual notices to proceed are provided below. 90% Consultant element design drawings with specifications and cost estimate: 50 days after NTP Final Consultant element design drawings with specifications and cost estimate: 21 days after NTP • Bidding Support Service: to take place over a one -month period after NTP.
